| Sluggish funding delays completion of CHC Darhal | | 90% funds released, project still without Administrative approval | | Arun Singh
Jammu, Mar 1: Sluggish funding has delayed the completion of 30 bedded Community Health Center (CHC) Darhal, which was upgraded from Primary Health Center (PHC) nearly 20 years ago. Moreover the project is being executed without Administrative Approval. Sources told Early Times that the construction work of CHC started in February, 2010 under NRHM /State Plan at the cost of Rs 5.90 crores and was targeted date for its completion was July, 2012 but could not meet its deadline due to sluggish funding. Even though the scheme was not administratively approved as yet despite the fact that more than 90% funds stands already released, they added. The papers prepared by the executing agency Jammu and Kashmir Project Construction Corp (JKPCC) were sent to concerned quarters for accord of AA in November, 2010. "CHC was upgraded from PHC during 1992-93 has not been further upgraded to the level of SDH despite knowing fact that the population of the area is more than 1.5 lakhs," they added. They further informed that the provision of providing of Central Heating System facility to the hospital has not been kept in the DPR despite the fact that place which usually witnesses snowfall up to 2 feet with cold/ sub zero climatic condition during winters. "There is acute shortage of staff in the CHC. Against 20 sanctioned posts of doctors, there are only 5 in position. Besides this, there are some positions of other paramedical staff vacant in the hospital. This health care facility which covers the whole Darhal valley does not have a physician, surgeon and other required specialists," they said. |
