| `Capital cities facing shortage of community halls' | | | Kunal Shrivatsa
JAMMU, Mar 1: The Report of Committee on Estimates pertaining to functioning of Housing & Urban Development Department (H &UDD) has expressed its serious concern over the functioning of the department while at the same time it pointed out that it failed to raise requisite facilities in twin capital cities of Jammu and Srinagar besides referring to other ills affecting the department. While referring to the lack of infrastructure development in Jammu and Sringar, the report revealed that the capital cities are facing shortage of community halls. Report said, "The committee observed that that there was shortage of community halls for public functions and recommended for construction of more community halls particularly in Jammu and Srinagar cities." In reference to the functioning of H&UDD, the Committee's Report has expressed grave concern over the lack of coordination among the various agencies executing the different developmental projects in urban areas. "There was lack of coordination among the various agencies working in the urban areas for execution of various developmental works and directed the department to make them accountable for time bound completion of the work so that the general public may not face any inconvenience in this behalf," observed the Committee. The committee also recommended that there is need for rationalization of centrally sponsored schemes so that infrastructure could be developed for the public of the area/region and the projects must also be sanctioned accordingly. Pointing towards the ever growing traffic in Jammu and Srinagar cities, the Committee proposed to construct multi-level parking lots in capital cities of the state in order to get rid of the traffic mess on roads especially in the densely populated areas and markets. Referring to the formulation of Master Plans for Jammu and Srinagar, the Committee recommended, "For futuristic planning, keeping in view the faster growth and expansion of the cities, the department is directed that while devising such plans, the aesthetic grandeur of the historic cities should be taken into consideration. The Master Plans should contain the earmarked components for the shopping complexes, utility services, hotels, cafeteria, parking lots and recreation spots."The Committee also directed the department to take action against the officials responsible for violations of Master Plans for Jammu and Srinagar. "The department should identify and take action in accordance with the law agisnt the officials responsible for facilitating the glaring violations of the Srinagar/Jammu Master Palsn and to ensure that should not be repeated in future," said the Report. The Committee further recommended that CDs of the proposed 2013-32 Master Plans of Jammu and Srinagar should be given to the MLAs for their views to make it a comprehensive and implementable document. |
