| HC seizes financial powers of 2 more SEs of PWD | | | Early Times Report
SRINAGAR, Mar 18: Jammu and Kashmir High Court on tuesday seized financial powers of two more incharge Superintending Engineers who were promoted in violation of its orders in February this year. “In the interest of justice, it is ordered that operation of impugned dated 28-2-2014 to extend of respondents 4 and 5 (Rashid Ahmad Fani and Bashir Ahmad) shall remain in abeyance,” a single bench of the court comprising Justice Ali Mohammad Magrey said. Consequently, the court directed all the Treasury Officers/ incharge financial institutions with whom these the engineers have any financial dealings as incharge SEs not to allow or entertain any financial operations of the Departmental funds under their signature till further orders. The court was hearing a petitioned filed by aggrieved engineers, questioning the impugned order wherein the Fani and Ahmad were made incharge Executive Engineers (civil) and posted in circular road division R&B Srinagar. Last week, taking strong exception to its orders regarding five Superintending Engineers in R&B Department, the court had directed the treasury officers/incharge financial institutions not to allow any financial operation of Department funds under the signature of the five officers till further orders. The grievance precisely in the petition, court observed that official respondents have adopted policy of adhocism in the department and complete go by has been given to the regular engineering service. The court said the petitioners have projected that the respondents action was unacceptable under the law. |
