| Unemployment problem in Jammu & Kashmir | | Failure of the coalition | | Rustam JAMMU, Mar 19: The Economic Survey Report 2013-2014, which was placed by Finance Minister Abdul Rahim Rather on the Floor of the Assembly only recently, reveals that the unemployment problem in Jammu & Kashmir has become very acute and that the neighbouring states performed somewhat better in creating employment opportunities. The survey on employment-unemployment was conducted by the National Sample Survey Office (NSSO) and it throws light on aspects relating to employment and unemployment both at the national and state levels. The survey was conducted between July 2011 and June 2012 throughout the country. It said in the rural areas of the state the unemployment rate among males under Usual Principal Status (UPS) category was 2.7 per cent, while it was 3 per cent under the Current Weekly Status (CWS) group. It also said that under the Current Daily Status (CDS) category, the unemployed rural males were 5 percent. As far as the figures of female employment in rural areas of the state under these three different categories were concerned, the figures suggested that the rate of unemployment is "alarmingly very high" among the female population in the rural areas. The survey said that the percentage among rural females under the UPS category was 16.6, under the group of CWS 6.3 percent and under the category of CDS 11.8 percent. The overall unemployment (both males and females) in Jammu & Kashmir under the UPS was 3.9 per cent, under the CWS 3.8 per cent and under the CDS category 6.1 per cent. The survey said that at the All-India level the rate of unemployment among males in rural areas under the UPS category was 2.1per cent, under the CWS group 3.3 per cent and under the CDS 5.5 per cent. As for the rate of unemployment among females in rural areas, it was 2.9 per cent, 3.5 per cent and 6.2 per cent under the UPS, the CWS and the CDS categories, respectively. The combined All India level unemployment figures for rural areas both for males and females also said that while 2.3 per cent rural men and women were unemployed in the group of UPS, the persons unemployed under the CWS was 3.4 per cent and under the CDS 5.7 per cent. The survey also reflected on the issue of unemployment in urban areas. It said the percentage of unemployed among urban males in Jammu & Kashmir under the UPS category was 4.7 per cent, but it was 25.6 per cent in the case of females under the same group. The overall percentage was 7.8. Under the CWS category, the survey said that 4.5 per cent of males and 21.8 per cent of females were unemployed in urban areas. The overall percentage of persons having no employment was 7.60, it said. The figures were also not inspiring as far as the unemployment under the CDS category in urban pockets of Jammu & Kashmir was concerned. While the unemployment was 5.3 per cent in the case of males, it was 24.2 per cent as far as females were concerned. Under the CDS grouping, the percentage of total number of persons who remained unemployed in state's urban areas was 8.4. As for the national level figures, 3.2 per cent of males and 6.6 per cent of females under the UPS grouping, 3.8 per cent of males and 6.7 per cent of females under the CWS category and 4.9 per cent of males and 8 per cent of females under the CDS group were shown as unemployed. The figures further revealed that the unemployment rate for (rural and urban), taken together, under the UPS group was 4.9 per cent, under the CWS category 4.7 per and under the CDS group 6.7 per cent. In other words, the figures suggested that the All-India level indicator was lower as compared to Jammu & Kashmir under all the three categories. The All-India figures said the rate of unemployment under the UPS group was 2.7 percent, under the CWS category 3.7 per cent and under the group of CDS 5.6 percent. What was discussed above constitutes one of the two important aspects indicating the level of unemployment in Jammu & Kashmir, which shows that things are not good. The other aspect also deals with the issue of unemployment in the state. The Economic Survey Report said that the state witnessed 190 per cent increase in the number of job seekers, who registered themselves with the various government-run employment exchanges over the last five years. "At the State level the number of registered job seekers has increased from 106130 in 2008 to 307827 in 2013, thereby registering an increase of 190%," the Economic Survey Report of 2013-14 said. "In last nine months, 25,280 under-Matric youth got themselves registered with employment exchange. During the same period, 62,901 Matric pass, 41,460 Graduates, 11,074 Post-Graduates, 4558 Engineering Degree holders, 8507 Engineering Diploma holders, 5505 professional ITI trained and 2,015 other skilled professional also got themselves registered with employment exchanges. The number of under Matric or illiterate persons has decreased in the State- 24.12 per cent in 2008 and 10.01 per cent in 2013, while the number of educated persons went up by 24.42 per cent," the report also said. All this shows that the unemployment in Jammu & Kashmir has become a major issue that needed to be addressed forth with failing which the state could witness unrest on an unprecedented scale. It also shows that the NC-Congress coalition, which says day in and day out that it has taken many steps to tackle the unemployment problem, has failed on this front and it will have to pay a very heavy price for this utter failure. |
