Jammu, Sept 4: Bizarre it may sound but Employees State Insurance Corporation (ESIC) Act is discriminatory itself towards thousands of workers working in industrial units operational outside municipal limits who have not been entitled to ESIC benefits due to provision in the Act. Moreover ESIC conducted survey to find out units outside municipal limits last year and submitted it to concern Commissioner Secretary but notification in this regard is still awaited. Sources told Early Times that since the enactment of the ESIC Act in the state, barring the notified industrial areas, the industrial units functional outside municipal limits have been deprived of these essential benefits. "The Act provides certain benefits to employees in case of sickness, maternity and 'employment injury' and to make provision for certain other matters in relation thereto," they said. They said that the promulgation of Employees' State Insurance Act, 1948 envisaged an integrated need based social insurance scheme that would protect the interest of workers in contingencies such as sickness, maternity, temporary or permanent physical disablement, and death due to employment injury resulting in loss of wages or earning capacity. The Act also guarantees reasonably good medical care to workers and their immediate dependants, they added. Sources said the demand has been raised on various occasions by labour unions to include these units and moreover last year ESIC had conducted a survey in this regard to ascertain the total numbers of such industries and report was submitted to the Commissioner Secretary Labour but till date the no notification has been issued by the government to include these industries to make them entitled to ESIC benefits. "Thousands of workers of small industries in Jammu province who are getting benefits of ESIC include Gangyal, Birpur, Udhampur, Kathua where there are more than 300 industrial units. BD Bari and IGC Samba, which have more than 200 big industrial units, are also entitled to these benefits," they said. |
