Administration dictates all departments to make purchases from blue eyed firm | Financial impropriety at JU | | Avinash Azad ET Report JAMMU, Dec 31: Shades of a financial irregularity aimed at extending undue favours to a blue eyed firm dealing in computers and computer accessories under the veil of DG S&D rates have emerged in Jammu university. Sources told Early Times that the University authorities recently issued an order to all departments asking them to purchase computers or allied equipments from a firm only, due to vested interests. "On December 17, 2014 on recommendations of Computer Purchase Committee, the authorities approved supply of computer (HP, Dell, Acer), Printers, Scanners etc on basis of DGS&D rates from M/S Aman Technologies, Jammu for the current financial year 2014-15", sources said, adding that there are number of suppliers who were willing to supply equipment to the University on DGS&D rates. "The contract with the firm has bound us purchase equipment from particular firm only, even though. Same is available in the market at rates lesser that those quoted by Aman Technologies", said an insider seeking anonymity. They asserted that there are number of suppliers who can supply same material on DGS&D rates but authorities have renewed MoU signed with HP through M/S Aman Technologies for supply of HP cartridge/ tonners to the University for another period of one year. "The DGS&D is Central Purchase Organisation of the Government of India, responsible for concluding rate contracts for common user items required by various Government Departments", sources informed, adding that the purchase and/or inspection of stores for Central Government Departments other than the items of purchase and inspection delegated to these authorities. Purchase and/or inspection of stores for State Governments, PSUs and autonomous bodies who desire to avail of the services of DGS&D. When contacted, Dr. Vibhakar Mansotra, Professor and Head Post Graduate Department of Computer Science and IT University of Jammu, said that rates are approved by DGS&D. "Apart from rates approved by the DGS&D, the firm gives us additional incentives. The contracts are made for three months, Computer Purchase Committee will review performance of the vendor on March 31, 2015 for the procedure to be adopted in future", he added. |
