Defaulters in submitting property returns, DCs of Shopian, Kishtwar rewarded with induction in IAS | | | Early Times Report
Jammu, Dec 31 : Keeping its record of patronizing the corrupt unblemished, Jammu and Kashmir government has rewarded at least two senior KAS officers, presently posted as DCs with their induction in IAS despite the fact that they have defaulted in submitting their property returns as deemed mandatory. Bashir Ahmad Bhat and Mohammad Javaid Khan, Deputy Commissioners (DCs) of Shopian and Kishtwar districts respectively have not submitted their property statements before the Government and this can be verified from the website of General Administration Department (GAD) www.gad.jk.nic.in , which confirms the default on part of the officers. Besides them , there are as many as one dozen KAS officers who also have not submitted their Annual Property Statements before the competent authority ie General Administration Department (GAD) and Govt has failed to take any legal action against these officers. Pertinently a circular issued in April 2011 by the Government of India's Department of Personnel and Training (DOPT) had negated the General Administration Department's (GAD) claim that the disclosure of the assets of the IAS & KAS officers amounted to "privacy invasion." The DOPT had made it mandatory for all states to disclose the information about Annual Property Statements of IAS officers and same is being put in the public domain. In 2010 the GAD had denied to share the information about Annual Property Statement under RTI , but after the Govt of India issued the circular to make the details public , the GAD also issued an order in 2011 in response to an appeal filed by a Srinagar based RTI applicant before the GAD's first appellate authority (FAA) , after its Public Information Officer (PIO) had denied the information citing RTI provisions. The RTI application was filed with the PIO on 4 April 2010. Apart from the annual property statements, the information seeker had also sought information as to how many of the IAS and KAS officers had been submitting such statements regularly, with details dating back to the past 10 years. In reply, the GAD, according to documents available with Early Times had only provided the list of IAS/KAS officers who had submitted their annual property returns of last three years, while denied rest of the information citing the RTI provisions (3rd party information) . The said case had landed in State Information Commission (SIC) which had sought response from IAS / KAS officers as the matter was treated as 3rd party information by CIC G R Sufi. This is important to mention that after the Govt's circular regarding seeking officers comments on the issue , some IAS & KAS officers had refused to make their property statements public citing the reasons that their lives would be under threat and the matter relates to invasion on their privacy as well. |
