Are we heading towards trifurcation of State ? | | | R.B. Suri
No doubt the recently concluded elections to the Jammu & Kashmir Legislative Assembly are the free and fairest elections conducted by the Chief Election Commissioner of India so far after 1950. In these elections, people of the Jammu and Kashmir voted in favour of the Political Parties / Individuals as per their choice without any fear. Leaving aside 'TANGDILI' apart, they have given the mandate keeping in view the good governance and development which they want and of course a need of the day. Region wise polarisation has been made. In Valley the people at large give the all out support to the People’s Democratic Party (PDP) who once in collaboration with the Indian National Congress governed the State of Jammu and Kashmir for three years. As per the experience goes PDP led Government in the State was Stigma less, Scam free, Corruption less. No Commission of Enquiry was constituted after the fall of the PDP led Govt. Painless to describe here that it ended with the ugly scenes , Intra province fights, anti establishment agitations and ultimately it took very dangerous turn in shape of "Amarnath Andolan" which ended after 2 and half months of agitation for nothing . In this agitation 14 people were killed. In Jammu region people have supported the Bhartiya Janta Party (BJP) which at the moment is actually ruling the Country under the banner of NDA. In Leh , Nobra and Kargil constituencies people at large supported the candidates of the Indian National Congress who won three Assembly Constituency seats namely, Nobra , Leh and Kargil and the 4th one i.e. Zanskar Assembly Constituency had gone in favour of an independent candidate Syed Mohd. Baqir Rizvi who defeated his nearest arrival Ghulam Raza. From Nobra Assembly Constituency, Deldan Namgali won the election as Indian National Congress candidate defeating his nearest arrival Tsetan Namgyal of National Conference. From Leh Assembly Constituency, Nawang Rigzinljora as a Indian National Congress candidate won the elections defeating his nearest arrival Chering Dorjay of BJP and from Kargil Assembly Constituency ,Asgar Ali Karblai of Indian National Congress won the elections defeating his nearest arrival Annayat Ali of National Conference. While giving their mandate in Assembly elections, they thought proper to support the Indian National Congress for raising thei local issues in the state Assembly and for their logical conclusions. Since Independence, Leh and Kargil areas and its subjects were at the helm of affairs of Indian National Congress. These days prominent leaders of PDP, BJP, INC, JKNC are very much busy in making permutations and various combinations as per their choice in the process of Government formation in the State, but nothing is coming out. PDP and BJP should come closer as much as they can as per their suitability and local consumption in larger interests of the Country with the figure 53 Members of J&K Legislative Assembly and form the Government in J&K. It will be a strong and stable Government in the State of Jammu & Kashmir indeed. Prior to the Assembly elections in the State (Nov - Dec, 2014) Elections to the 16th Lok Sabha were held and in these elections three MP seats each bagged by BJP and PDP. Anantnag, Baramulla and Srinagar seats gone into the pocket of PDP whereas the rest three-Udhampur, Jammu and Ladakh into the pocket of BJP.As PDP candidates , Mehbooba Mufti won the Anantnag seat by securing 200429 votes defeating her nearest arrival of National Conference candidate Syed Abid Ahmed Shah. Muzzafar Hussain Baig won the Baramulla seat by securing 175277 votes defeating his nearest arrival of National Conference candidate Sharif ud Din Shariq and Tariq Hamid Karra won the Srinagar seat by securing 157923 votes defeating his nearest arrival of National Conference Patron Dr. Farooq Abdullah. As BJP candidates, Dr. Jtiendra Singh (MOS- PMO) won the Udhampur/ Doda/Kathua seat by securing 487369 votes defeating his nearest arrival of Indian National Congress and ex- Union Health Minister Ghulam Nabi Azad, Jugal Kumar Sharma won the Jammu/ Poonch seat by securing 257280 votes defeating his nearest arrival of Indian National Congress Madan Lal Sharma and it is very pertinent to mention here that Ladakh seat was bagged by Thupstan Chhewang of BJP by securing 31111 votes defeating his nearest arrival Independent candidate Ghulam Raza. In Lok Sabha Elections 2014, by electing Thupstan Chhewang as their Member of Parliament who contested his election on BJP ticket, Ladakhis have strengthened the hands of Bhai Narendra Modi in forming the NDA led Government at the Centre and also shown their patriotism towards the Nation. In Lok Sabha elections they have shown their wisdom thereby leaving aside the petty state issues but they preferred strong and progressive Government at National level. Earlier in 15th Lok Sabha Elections 2009 , Ladakhis elected Haji Ghulam Hassan Khan as their MP who contested the election as an independent candidate on denial of mandate from the National Conference. After the election he returns back to the NC fold again. In Jammu region people have supported the Bhartiya Janta Party(BJP) which at the moment is actually ruling the Country under the banner of NDA. These days prominent leaders of PDP, BJP, INC, JKNC are very much busy in making permutations and various combinations as per their choice in the process of Government formation in the State, but nothing is coming out. Given below is the party wise position:- People's Democratic Party - 28, Bhartiya Janta Party -25, J&K National Conference -12, Indian National Congress -15, J&K People's Conference -02, CPM -01, Independents -04 Total:- 87 Of course, this is a fractured mandate in which no party enjoys the position to form the Government in Jammu & Kashmir State. But in larger interests of the Country they should rise to the occasion and make their concerted and serious efforts in Government formation in the State. Given below are the Option Open for formation of The Government in J&K:- 1- PDP and BJP = 53 MLAs 2- BJP, NC, PC and 3 Independents = 45 MLAs 3- PDP, NC and INC = 55 MLAs 4- PDP, NC, CPM, PDF and 2 Independents = 47 MLAs Of all the above , Option at 1 is suitable and for the very interests of the State of Jammu and Kashmir. Prudent leadership of these two political parties should think deeply jointly and do whatever possible for the weak , poor and gentle people of our State. These days prominent leaders of PDP, BJP, INC, JKNC are very much busy in making permutations and various combinations as per their choice in the process of Government formation in the State, but nothing is coming out. Mufti Mohd. Sayeed is a man of stature and sober and matured political personality of the State of Jammu and Kashmir and remained Home Minister of the Country in VP Singh's Government. We have high expectations from him. At the same time , Prime Minister Narendra Modi really wants to see J&K as a Good Governed and Prosperous State of the Union. This is evident from his recent visits to the State ( 6 times in 6 months) . No PM after Independence has ever visited the State so many times in a short span of time. PDP and BJP should come closer as much as they can as per their suitability and local consumption in larger interests of the Country with the figure 53 Members of J&K Legislative Assembly and form the Government in J&K. It will be a strong and stable Government in the State of Jammu & Kashmir indeed. In case no govt. is possible , we are bound to read between the lines that we are heading towards trifurcation of the State because of the fact none of the political parties is serious in averting the copping up situation in the State. Ladakhis are already demanding UT status for Ladakh and it is very much in BJP' Agenda. Their this demand is genuine and pending since long. Now by strengthening the hands of Narendra Modi, they want to see their dreams achieved by exerting due and just genuine pressure on the Prime Minister of the country to accede to their genuine demand of UT. Giving a chance to the BJP led national government at the Centre, they took a wise decision in totality in achieving their goal of acquiring UT status. While giving their mandate in Assembly elections, they thought proper to support the Indian National Congress for raising their local issues in the state Assembly and for their logical conclusions. Since Independence, Leh and Kargil areas and its subjects were at the helm of affairs of Indian National Congress. As per the Constitutional stipulations, the formation of the Government in J&K has to be made by or before 17th January, 2015. In light of this, HE the Governor of J&K has already invited the PDP and the BJP separately to apprise him about their stand in Govt. formation. Let's see what will happen during these talks with the Governor. Leaders of almost all the parties are egoist and their egos would be the bottlenecks in formation of next Government in the State. Their egos conflict would be dangerous for the State and the Country as well. No political party in the state is serious about BJP. But they are very much interested to keep BJP out of power for the present as also for all times to come. There are only two MLAs of J&K People's Conference led by Sajjad Lone. No doubt , BJP has made the in roots in the Valley and motivated the Candidates to contest the Assembly Elections on BJP tickets. But BJP could not open its account in the Legislative Assembly from the Valley as also same is the case in Leh and Kargil Districts from where BJP could not win even a single seat . In the Lok Sabha elections last year, BJP bagged the Leh Parliamentary seat. Post elections situation in the State is confusing and directionless. There is every apprehension that political scenario in the State in the days to come would be volcanic. Let highness be prevailed in the right earnest. That only can save the situation to take ugly turn. " IN POLITICAL PARTION KA MILNA BANAWATI HOGA; WOH LOG DILI TOR PE NAHIN MILENGE AUR KUCHH NA KUCHH TIKRAM BAZI KARTE HI RAHAIN GE ; JO MULK KE HAQ ME NAHIN HOGA" If they will be forming the Government in J&K they will be doing so under various compulsions. Their union will be an artificial . None of the political party want to compromise leaving aside its issues on which they won the Assembly Elections and they always think for maintaining the edge over others.Let's hope for the best with the blessings of the deity. Trifurcation of the State of Jammu and Kashmir is on the cards, I anticipate as the Union Government is thinking for granting UT status to Ladakh. Due to large scale polarisation as is evident from the recently held Assembly Elections in J&K, Jammu region will not be convinced to be governed undue dominance of Kashmir region politicians or vice versa. Therefore both the regions Jammu as well as Kashmir will cry for lodging their claims for Independent and full fledged States under the Union of India. By granting UT status to Ladakh, the importance of Article-370 would be minimized to the large extent. Much has been debated on this Article since more than six decades and the same has not made to halt at this stage and it is still on. It remained controversial throughout i.e. from the date (s) when the proposed provisio on this score was debated in the Constituent Assembly to as on date when it is being practised in the right earnest. Two school of thoughts are there: One is for retaining this Article as it is - Intact and the Other one is for its Abrogation as early as possible . Both the school of thoughts have used and practised this Article in their own ways and made the people at large totally confused about the very meaning of this Article. They went on doing whatever could be useful for them or for local consumption. The politicians at large made the fun of the spirit behind for keeping this provision in the Indian Constitution. On scrutiny of the total strength of the Lok Sabha from time to time , One political party who was just at 2 (MPs), by raising the bogey of Ram Mandir and Abrogation of Article - 370 crossed over 200 (MPs) and ultimately it achieved absolute majority and at present ruling the Nation under the Brand "NDA". They practised this Article thereby seeing the situation prevailing from time to time and got returns as per their wants. This means the politicians at large in the Country made a Mockery of this Article and used the same as Allahuddin's Chirag and got the results of their choice. This was used by them as an instrument for achieving their narrow goals which were detrimental to the very interests of the Country. Since the Assembly Elections are over it was mandatory on the part of the State Government to constitute the 12th Assambly in the State of Jammu and Kashmir. After getting the Chief Minister's NOD on Fax , the Law Department of J&K Government notified the Constitution of 12th Assembly In the State which had 87 MLAs including 28 from PDP, 25 BJP,15 NC, 12 INC and 7 others and Independents. Today PDP is meeting HE the Governor J&K in connection with Govt. formation in J&K and tomorrow BJP will meet the Governor on this score. Let's see the results as the outcome of their deliberations with the Governor Sahib. I pray to the Almighty that a proper and stable Government will be in place for the overall interests of J&K.
