Director NHM drags feet after ‘violating norms’ | 3 ill -equipped PHCs come up in Kathua in few days | | Bijay Charak Early Times Report
Jammu, Jan 23: As the issue of three “ill- equipped” Primary Health Centers coming up in haste in Kathua district snowballed into a major controversy, Director National Health Mission (NHM) today distanced himself from the opening of these PHCs which were allegedly set up on his directions Sources told Early Times the Director NHM, Dr Yash Paul Sharma violated Indian Public Health Standard (IPHS) norms by getting three “ill-equipped” PHCs inaugurated within a couple of days. PHCs were opened at Krishna Colony, Nag Nagar and Govindsar under National Urban Health Mission in urban areas of Kathua district. “Surprising all three PHCs have been set up in rented buildings and the manpower is insufficient too,” sources added. They said only three pharmacists three lab technicians, a staff nurse and 16 FMHW posts have been sanctioned by the health department for these three PHCs. “According to norms a PHC should have two medical officer one for Allopathic and one for AYUSH, a dental surgeon, three staff nurses, one Female Health Worker, one Health Educator, two health Assistant one female/Male. But surprising without doctors health department inaugurated these PHCs,” sources added. Raj Kumar Sharma of Kathua said authorities claimed that PHCs have been set up for people of nearby areas and it would prove to be a boon for them. “Officials claimed that the required staff and infrastructure has been put in place to provide facilities like vaccination and immunization, neonatal care and medicines,” Sharma said. “Who would provide health care facilities to poor people as there are no doctors?” he questioned. When contacted Chief Medical Officer Kathua Dr R K Sangra said that he is not authorized to sanction the posts of doctors and only the the Director NHM can do so. Surprisingly, when contacted NHM Director Dr Yash Paul Sharma claimed: “I came to know about the opening of PHCs through newspapers. I will look into the matter.” |
