Jammu, Feb 16: With an aim to preserve natural resources, increase production, generate livelihood and ensure sustainable economic development, the Government of India had launched the Integrated Watershed Management Programme but the Rural Development Department has failed to spend funds meant for the programme.
Sources informed that the programme was started in State in 2011-12 and under this programme, so far 159 projects at a cost of Rs. 979.72 crore to treat 6.53 lakh hectares of land stands approved by Government of India against the target of 15.53 lac hectare but an amount of Rs.55.37 crore has been incurred against availability of Rs.87.98 crore upto ending March, 2017.
They further informed that gross mismanagements have been found in the implementation of Integrated Watershed Management Programme by the observing committees.
As per rules the panchayat members have to be taken on board while constituting committees for its execution by the approving authority but same norm was flouted.
"Although the concerned department had claimed that the approving authority of Water Shed Management didn't take concerned members on board while constituting such Committees and utilization of funds on the execution of works were made citing the reason that panchayats were lying defunct for the last 3 years," they informed.
They alleged that department has shown lethargy to spend funds on these projects which were released by the GOI, due to which the programme has not been proving fruitful.
