Hakla demands for political package for Gujjar Bakarwals

Poonch, Feb 19: Shamsher Hakla Poonchi, Gujjar leader and an intellectual of J&K state said that the problems and needs of Gujjar Bakarwals are quite different from other communities of J&K state.
As per press note, he said Language and culture of Gujjar Bakarwal community is also different than those of other communities of this state that is why community has its peculiar position and a distinct identity. Gujjar Bakarwal community of J&K state mostly resides in Hilly, Far-flung and mountainous areas near forests and on the LOC of Indo-Pak.
Gujjar Bakarwal community has its habitation in twenty (20) districts of J&K state. The population of Gujjar-Bakarwals in J&K is over (Thirty-Four) 34 lakhs.Their areas are lacking in facility like road communication, electricity, water supply schemes, medical facilities and educational facilities which put them in lots of hardships and troubles. Mr.Hakla said that Gujjar Bakarwal community of J&K state is socially, educationally, economically and politically backward.
He said on 19 April 1991 the Government of India while recognizing the backwardness of Gujjar and Bakarwal community of the state declared them as Schedule Tribe. The president of India granted Schedule Tribe status by way of ordinance no.3 of 1991cg9 under article 342 of the Indian constitution. SHAMSHER HAKLA POONCHI in a statement here today said the political reservation was compulsory for the Gujjars Bakarwals of J&K due to its scheduled tribe status . HAKLA said the Gujjar Bakarwals community was granted scheduled tribe by the government of India 26 years ago but the state government had failed to grant them political reservation.
He said the Gujjar Bakarwal community is still politically, economically, socially, educationally lagging behind and backward.
Shamsher Hakla Poonchi said that in the state of Jammu and Kashmir there are thirty one (31) state Assembly and two lok Sabha segments which are inhabited by Gujjar Bakarwal by such segments must have been deserved of reservations for Gujjar Bakarwal community. But due to indifferent attitude of the J&K state government the Gujjars Bakarwals community stands deprived of this political reservation right. It would be appropriate to mention here that all the efforts made by central Govt. for the development of Gujjar and Bakarwal community of J&K state have been deliberately obstructed by the state Govt. for the past many decades which resulted in the utter political, social, economical and educational backwardness.
Hakla said keeping in view the aforementioned circumstances and to ensure the all round development of Gujjar & Bakarwal community of J&K.
