Jammu, Mar 15: State vigilance organization booked Zaffarullah Batt the then Assistant Director CA&PD Kishtwar and Saroop Chand TSO Paddar/Kishtwar under Section 5(1)(c) 5(1) (d) r/w 5(2) of J&K PC Act Svt. 2006 and 467, 468 & 120-B RPC for financial misappropriation.
On the basis of a JSC conducted into the allegations of misappropriation of huge amount of money committed of freight charges of food grains by the accused during his posting as Tehsil Supply officer Padder it was revealed that during the period commencing from 05/2008 to 08/2010 Zaffarullah Batt had drawn an amount of Rupees 2,35,00,000/- as advance incidental charges for TSO Paddar. Out of the said amount Rupees 19, 62,028/- had been found illegally diverted by Saroop Chand to TSO Kishtwar and rest of the amount had been referred to TSO Paddar.
Inquiry further revealed that Saroop Chand the then TSO Paddar has shown in disbursement payment sheet that he had disbursed Rupees 19, 62,028/- received by him among the drivers / markbans and carriage contractors Kishtwar which otherwise was meant for Tehsil Padder. During the course of JSC it was found that Saroop Chand and Zaffarullah Batt prepared forged record and have shown the disbursement of the said amount (Rs.19, 62,028/-) among the people who during the probe were not found. Thus the above named CA&PD officials in sheer abuse of their official position and under a criminal conspiracy have misappropriated an amount of Rs 19,62,028/- and thereby caused huge loss to the state exchequer. The investigation of the case has been taken-up.
