Strange! Tourism Deptt unaware about non-official organizations

srinagar, March 15: Believe it or not, the department of tourism has no information whatsoever as how many non-official organizations are involved with tourism sector in the Kashmir valley.
In response to a Right to Information (RTI) application moved by Dr. Sheikh Ghulam Rasool, the department of tourism said that there is no list of non-governmental organizations (NGOs), trusts, voluntary organizations, organizations and adventure bodies and clubs registered with the department.
Although, the RTI application was addressed to the Public Information Officer (PIO) of Department of Tourism, the information was given by Deputy Director Tourism (Publicity) Kashmir. The RTI application was moved on 29-06-2017 and the reply came on 26-07-2017.
The department through the Deputy Director (Publicity) has said that it has no information as how much money has been paid to non-governmental organizations (NGOs), trusts, voluntary organizations, organizations and adventure bodies and clubs for organizing different tourism related activities across the length and breadth of Kashmir valley.
The tourism department has failed to give any satisfactory answer to a question posed by the RTI applicant with regards to the criteria set out for selection of non-governmental organizations (NGOs), trusts, voluntary organizations, organizations and adventure bodies and clubs for receiving the organizational grants for carrying our tourism related activities in the valley.
The Deputy Director (Publicity) declined to provide details about the funds utilized for Rafiabad and Khag rural tourism projects in Baramulla and Budgam districts respectively. The officer has said that since the information does not pertain to the publicity section he cannot disclose details about the audit reports of both the projects and also a copy of their registration certificate.
The department has also failed to provide a list of villages declared as tourism rural villages with the officer stating that the information does not pertain to the publicity section. It said there is no information about the rural tourism villages, year of declaration, amount spent on each rural tourism village and name of implementing agency along with registration number and bank account number and cheque number of payment made to the agency.
The Deputy Director (Publicity) failed to provide information about the total amount spent on rural tourism villages across Kashmir. The officer also failed to provide information about the output in terms of income generated till date along with year wise and village wise break up.
Through the RTI application the RTI applicant posed 11 questions to the department of tourism and in return the department through Deputy Director (Publicity) gave reply to mere two questions. With regards to the remaining questions the department has said that since the same does not pertain to publicity section it is not in a position to provide details about the same.
One fails to understand the motive of the department to hide information about the points raised by the RTI applicant. The only reason seemingly is to provide 'shelter' to the people who have carried out wrong doings in the name of promotion of tourism in Kashmir valley.
