| Decades on, ULB fails to recover Rs 76 lakh given as advances | | | Early Times Report
Jammu, Apr 16: The casual approach of Directorate of Urban Local Bodies (ULB) can be gauged from the fact that despite lapse of two decades, it has failed to recover an outstanding of Rs 76 lakh given as temporary advances for expenditure from three local bodies.
Sources told Early Times that in accordance with the provisions envisaged in Jammu and Kashmir Public Works Account Code, temporary advance is granted to sub-disbursers against passed vouchers who are required to submit the detailed accounts in support of expenditure incurred before the close of financial year and refund the unspent amounts, if any, so that the funds are not retained unnecessarily and earned over to the next financial year.
Temporary advance amounting to Rs 76 lakh was outstanding against three Municipal Committees including Udhampur, Srinagar Municipal Corporation and Municipal Committee Batote for the periods between one month and 20 years ending March 2015.
"The more shocking thing which came to fore that no mechanism has been put in place by these three ULBs for recovery of the outstanding amounts from the concerned wing," sources said, adding that MC Udhampur and Batote took up with the Directorate ULB the recovery of the outstanding amounts but till date no recovery has been made. The SMC, despite assurance to recover amounts, no action has been taken.
Meanwhile, revenue receipts amounting to Rs 17000 collected by two ULBs including Udhampur and Batore between 2012 and 2015 had not been deposited into the bank but were retained by the concerned tax collectors wing of the ULBs and despite issuance of the necessary directions to the ULBs the tax collection amount is yet to be deposited. |
