Ex-ISM director failed to distribute 160 MOs posts created in 2012

Jammu, May 18: To strengthen Indian Systems of Medicine (ISM) department, the state government created 160 posts of ISM Medical officers in 2012, but the former ISM director failed to distribute these posts into Ayurveda, Unani and Homoeopathy disciplines.
These 16o posts of MOs were created vide order No.381-HME of 2012, increasing the total sanctioned strength of the MOs cadre in the ISM department from 452 to 612.
But after a lapse of five years, the government in December 2017 constituted a six-member committee comprising Director ISM, Director Finance H&ME department, Joint Director Planning H&ME department, Deputy Director ISM Jammu and Public Law Officer H&ME department to review ISM/AYUSH sector.
The government vide order No: 100HME of 2018, dated 06-02-2018 asked the directorate of ISM to furnish full details of the MOs, ISM (Ayurvedic, Unani and Homeopathy) along with the name of institutions where they are posted to the committee which shall examine the same and submit its recommendation to the government.
As per same order the committee shall verify whether the creation of 160 posts of MOs the ISM department, by corresponding reduction of equal number posts of Assistant Surgeons of health department ordered vide government order No: 381-HME of 2012 dated:28-5-2012 has been added to the schedule-I of the Gazetted Recruitment rules ISM department issued vide SRO-379 dated 12-12-2012 after being deleted from the schedule-I of SRO325 of 2013 dated 12-6-2013 vide which the J&K health and family welfare(Gazette Service Recruitment Rules have been issued).
Sources further said that government also directed the committee to redraft the Schedule-I to SRO 379 of 2006 dated: December 12, 2006 to incorporate the new 160 posts created in 2012 and propose the distribution of these posts of MOs, ISM among the categories of Ayurvedic, Unani and Homeopathy proportionate to the cadre strengths of these categories. The committee was also asked in same order to frame and submit a proposal for creation of Junior Pharmacists and other supporting staff in ISM department in its dispensaries and AYUSH units.
"Within in a period of seven days from the date of issuance of the order, the committee was asked to submit its recommendations but till date neither the doctors posts were distribute among various ISM disciplines and nor any recommendations was submitted by committee constituted by government", sources said.
