Kishtwar teachers angry over selective detachments

KISHTWAR, July 4: Favouritism and nepotism is visible in the detachment of teachers/masters in Kishtwar district by the Education Department, leaving many deserving teachers furious.
Following DC Kishtwar's directions, CEO Kishtwar vide order No. CEO/K/2018/27572-622, dated 2-7-2018 ordered detachments in all educational institutions.
After non-compliance of the detachment order, the DC ordered withholding of the salaries of all the 67 Drawing and Disbursing Officers (DDOs) who fail to implement the directions with regard to detachment of teachers and masters who are attached within zone or in the schools in Kishtwar town and its peripheral areas from the rural areas schools.
Later, the DDOs ordered the detachments of all the attached teachers and masters, but the influential persons particularly posted in DIET Kishtwar, HSS Boys, HSS Girls, CEO office, ZEO office and other town schools managed to dodge the directions of the DC Kishtwar by prolonging the process of such attachments.
In order to prolong the process, I/C CEO Kishtwar vide letter No. CEO/K/Estt/2018/28268-348 dated 4-7-2018 asked all the DDOs to submit the details with regard to various court case.
The documents available with Early Times show that the legal cell at CEO office Kishtwar in connivance with the influential attached teachers and master grades despite disposal of the court cases and did not process their detachment for last several years. In many cases the legal cell of the department failed to file objections on behalf of the department while in some cases medical certificates from medical board are awaited for many years. As per the rule, the medical certificate should be re-verified after every two years.
The angry teachers allege corruption in such cases and called for setting up of an inquiry committee to probe such cases.
Reacting to the issue, Master Rajesh Parihar while welcoming the detachment said that the detachment should be one to all and each case of attachment on medical grounds should be verified. He condemned the selective detachments and called upon the authorities to look into the issue and to give justice to all those teachers who had no political backing or lack money power.
Meanwhile several government departments failed to implement the detachment order issued by the General Administrative Department.
Early Times received several calls with regard to non-implementation of detachment direction in Youth Services & Sports, NRHM, Health, Agriculture, Revenue, Animal and Sheep Husbandry and other departments. The callers called upon the authorities to take strict note against the officials for non-compliance of the government directions.
