Srinagar Semi Ring Road project: Affected farmers hold protest
7/7/2018 12:20:23 AM
Early Times Report

Srinagar, July 6: To press for their demand of fair compensation for their land being acquired for Srinagar Semi Ring Road project, the affected farmers on Friday held a protest.
The farmers threatened that if the government will acquire the land without giving them fair compensation (4 times more than the market value) they will shift to their fields along with their families and disallow any move to acquire the land. Many farmers from Budgam district assembled outside Sub Divisional Magistrate (SDM) Chadoora office and raised slogans against the government and National Highway Authority of India (NHAI). They presented a memorandum to the SDM and requested him to take up the matter with Divisional Commissioner Kashmir.
"The NHAI has been given permission to acquire our agricultural land, forest land, apple orchards, irrigation canals, karewas, Kah Charai and state land under the garb of Ring Road. In return, inadequate and paltry compensation is being offered to the affected people particularly the farmers," an aggrieved farmer Mohammad Sultan told Early Times.
"We are aware that the Central Land Acquisition Act of 2013 is not applicable in J&K, but at the same time constitution guarantees equal rights and opportunities for all the citizens. How can NHAI pay four times more compensation for land in Bihar, UP, Punjab or any other state and deny the same to farmers of Jammu & Kashmir whose fertile and agricultural land is to be acquired? If the government of J&K has not adopted the Central Land Acquisition Act of 2013 or has not enacted its own land law by repealing 83-year-old J&K Land Acquisition Act 1935, is this the fault of people or the government ? Why shall poor people especially farmers be made scapegoats?" questioned another farmer. Pertinent to mention that apple and plum orchards are being axed for paltry compensation. Estimates are made @ Rs 16 and Rs 13/kg of apple and plum. 28 year-old-rates are still applied by the Horticulture department.
