Jammu, July 6: The erstwhile PDP-BJP state government has committed a blunder by elevating an officer to rank of additional secretary to post of Director Rural Development Department Jammu. According to sources the incumbent director RDD Jammu, Mohammad Mumtaz Ali, number 152 in seniority list of KAS officer was elevated without cabinet approval. "Mumtaz Ali was elevated by director RDD and several other officers were reshuffled on June 6, 2018 vide order number 972-GAD 2018 on directions of the then Chief Minister, Mehbooba Mufti that too bypassing her cabinet colleagues", sources said.
"The post of a director is equivalent to special secretary, and as per established rules no officer below the rank of special secretary can be made director, but interestingly, the incumbent director RDD Jammu is much junior among the list of additional secretary", they said.
They further said even much more senior than Mumtaz Ali, are stilling holding the post of additional secretary. "Gulzar Ahmad Dar number 60 in seniority list of KAS officer, is still additional secretary, even there is long queue of additional secretary who has been overlooked by the GAD while elevating the 'pampered' officer as director", they said and added that during the regime of erstwhile government in state, hierarchy has been vandalized.
"Pick and choose policy has made the efficient officer to suffer, while junior most and inefficient officers have been given prime posting", sources said added that an officer who recently has served the RDD department, as ACD has also been eyeing the post of Director RDD Jammu, but his 'over-smartness' paved way for his attachment with GAD recently. |
