PHE ignores Governor's order on detachment of employees
Refuse to detach 17 attached AEEs

JAMMU, Sept 15: The Public Health and Engineering (PHE) Department has ignored the order of Governor's secretariat to detach all the attached officials, by refusing to detach nearly 17 Assistant Executive Engineers (AEEs) who are attached in Chief Engineer Office Jammu.
Sources informed Early Times that these 17 AEEs have been attached in the Chief Engineer Office Jammu for more than one year and withdrawing their salaries from different divisions of Jammu. "Some of them were withdrawing their salaries either from division-1, division-II, division- III and other from different division like Udhampur and Kathua", said sources.
These attached AEEs are Gopal Kirshan, Ashutosh Kapil, Ashwani Kumar Abrol, Omesh Ganju, Chander Parkash, Gurnam Singh, Sisar Khajuria, Rajesh Khajuria, Ajit Kumar, Vinod Kumar, Janak Sharma, Naresh Kumar, Sat Paul Singh, Subesh Chander, Sat Paul Sharma, Prem Nath Gupta and Rohit Gupta.
"However, General Administration Department of Jammu and Kashmir two months ago published a Circular No. 22- GAD of 2018 dated 06/07/2018 wherein the GAD has cancellation all the attachment of Government Employees".
The circular read as the employees presently on attachment with their respective or other department/ offices shall be repatriated to their parent department/organisation, with immediate effect. If any officials who fail to join his/her parent department after detachment, his salary shall be stopped from the month of July, 2018 by the concerned Drawing & Disbursing Officer (DDO), failing which the concerned DDO will be held responsible.
"But ironically, the Chief Engineer seems reluctant to detach these attached officials who are posted at different division but presently serving their duty at Chief Engineer's office for more than one year", said officials.
They said it is disrespect to governor, despite the fact during governor's rule most of the departments have detached all attached officials/officers, but it is very strange the Chief Engineer didnot paid any heed over the urgent matter in the interest of administration.
Though, it is also not justifiable on the part of Chief Engineer to keep 17 AEEs attached in his office. "The department is already understaffed, then why services of these engineers are not being utilised, surprisingly, the GAD has not sought compliance report from the Chief Engineer", they said.
