R&B Shopain diverts NABARD funds illegally to appease politicain

Srinagar, Sept 21: The officials of Road and Buildings (R&B) department in Shopain district have fraudulently diverted funds and changed the nomenclature of road allegedly to please a politician.
The issue of illegal diversion of funds by R&B department came to fore after the department skipped macadamizing a patch of road approved under NABARD.
Vigilant villagers approached the department and district authorities immediately with written complaints and sought reasons for not macadamizing the patch of road.
"We got suspicious when they (R&B Department) starting macadamizing other patch of road," Mudasir Ahmad, a resident told Early Times over phone.
According to official documents, available with this newspaper, up-gradation of Tukroo, Nazneenpora-Shirmal road was sanctioned under NABARD. However, Executive Engineer R&B Shopain changed the nomenclature road and advertised only Tukroo, Nazneenpora-Cheki Shirmal road through NIT No. 10/342-52/spn/R&B/e-tendering/2018-19 on 19-05-201 despite the fact that sanction was granted to Tukroo, Nazneenpora-Shirmal road.
"Nazneenpora to Shirmal and Nazneenpora to Cheki-Shrimal are two different roads," officials said.
They said that Additional Deputy Commissioner Shopain who is also the District Vigilance Officer (DVO) has verified the issue and found it correct that R&B department Shopain has changed the nomenclature of the road and diverted funds illegally.
"It seems that this change of nomenclature confirms the deliberate diversion of funds. There is apprehension of law and order situation in the area…. Therefore you are asked to take immediate necessary action in the matter," DVO wrote to R&B Shopian vide letter No. DSC/DVO-PS/18/1973-79.
This is not for the first time that R&B Shopain is in news for a bad reason. In 2017, on the directions of then PWD Minister Naeem Akther, three engineers- Executive Engineer, Assistant Executive Engineer and a junior engineer-were placed under suspension.
The officials were held responsible for allowing use of substandard material in road construction.
