Pak sponsored insurgency delayed ULB & Panchayat polls in J&K | | | The delay in the holding of Civic and Panchayat elections in Jammu and Kashmir have resulted in the loss of several hundred crores from the Government of India which could have been released for various development activities..One can imagine the amount of financial losses the state of Jammu and Kashmir suffered because the ULB and Panchayat elections were last time held in 2005 in the state of Jammu and Kashmir. Since the Government of India has announced that after the successful conclusion of the ULB and Panchayat elections the state of Jammu and Kashmir may get Rs.1,000 crores as funds for various development activities. This way neither the National Conference nor the PDP nor the separatists are rendering any great services to the people of the state when they all announced to boycott the elections. The conduct of Urban Local Bodies (ULB) and Panchayat polls would facilitate flow of Rs 1000 crore funds from Government of India annually for developmental activities in the State. According to Finance Department officials, the funds could be higher with each Panchayat and Urban Local Body receiving additional performance grants apart from the basic grants when the corporators and Sarpanchs are elected. Under the 14th Finance Commission (2015-2020), GoI had allocated Rs 4161 crore but the money remained blocked due to the rider by the Union Finance Ministry that only the elected urban local bodies and rural local bodies (Panchayati Raj institutions) would get the grant to strengthen the grassroots democratic institutions. The 14th Finance Commission had proposed Rs 3,117.36 crore for the rural local bodies (Panchayats) and Rs 1,044.51 crore for the urban local bodies. The ULBs were entitled for Rs 350 crore during 2016-2017. These funds were not provided to the State in absence of elected municipalities. Similarly, the State lost Rs over 250 crore during 2017-2018.The GoI's Finance Commission devolves funds to local bodies across India every year. These funds are to be spent on water, electricity, road infrastructure, and other civic amenities. And if the security scenario remained disturbed preventing the state Government from holding the ULB and Panchayat elections the onus for the freezing of the funds lay on the shoulders of Pakistan. And Pakistan sponsored insurgency created conditions which were averse to the holding of the polls. And former Governor, N.N.Vohra, was the man on the occasion to have decided to go ahead with the holding of the ULB and Panchayat elections to allow funds from the centre to flow. The ULB polls were held in J&K after a span of 23 years in January 2005.Similarly, the State has lost huge GoI funding due to non-holding of Panchayat polls."J&K will lose over Rs 4000 crore between 2015-2020 if Panchayat polls do not take place," |
