Grievance redressal system made robust, babus on toes

Jammu, Oct 6: As the Governor's administration has been making public the number of public grievances it received and resolved, during the tenure of previous regimes such a system was missing from the state machinery.
As per officials privy to this development, the previous governments in the state had kept no such system in place that could have kept an account of how many public grievances it received and how many did it dispose within the stipulated time frame.
There are instances when a public grievance was found handing in the middle for months with no follow action done by the officials posted in the grievance cell of the state. And therefore, there wasn't any measure taken to keep a check about how much time did the disposal of a complaint takes within the cell.
"The system then was working in a pathetic mode. The officials then didn't even deem it necessary to ensure that a grievance or a complaint has to be addressed on priority. The fact is that in the past, the complaints only used to pile up and seldom did the officials refer it to the concerned and seek their response within the stipulated time frame of 15 days. Such things were completely alien as no one gave any serious attention to the agony of the perturbed people of the state," says an official.
Interestingly, Early Times on December 7, 2016, when an elected government was in charge, carried a report about how grievances were made to gather dust by the officials of the state grievance cell and how despite the rules in place, peoples' please were given least importance.
However, that practice now is becoming a thing of past. During the Governor's rule, the people of the state are finally becoming optimistic that their grievances would finally be heard and addressed.
As per the official figures. since the imposition of Governor's rule, the Grievance Cell (including Governor's Secretariat) received 24,446 complaints/ grievances of which 23,579 have been dealt with/forwarded to the concerned quarters for timely redressal while as 553 complaints/grievances are under process.
It is also being stated that on the directions of Governor, all the three Advisors to the Governor have been regularly meeting and hearing the grievances of delegations/deputations and individuals as per the notified schedule. All the grievances received by the Advisors have been dealt with/forwarded to the concerned Field Officers/Departments for their immediate redressal/disposal. Besides, the Advisors have been asked by the Governor to take stock of the grievances pertaining to their respective departments, on regular basis and also to review the disposal of the grievances/complaints from the nodal officers of each department.
According to an official , there are strict directions passed out by the Governor's secretariat in accordance to which the public grievances being received by the grievance cell must be addressed and resolved within a stipulated time of 10 days failing which action against the department or official delaying the process shall be taken.
