How BJP's 'vision document' 2014 haunts its leadership

Jammu, Oct 6: The so-called vision document of BJP titled "Hamare Sapno Ka Jammu Kashmir", (J&K of our dreams) which was released before assembly elections of 2014 is badly haunting the state leadership that miserably failed to translate even a handful of promises they made before coming to power.
The promises made in the document were neither formulated by the opposition parties nor were imposed on BJP by any party, but it was formulated by the party leadership as per their own preferences and their capabilities. But a little glance at the document exposes that the state is in the same situation from where it had started in 2014.
First comes, the promise to POJK refugees and West Pakistani Refugees (WPRs) in the 'vision document' 2014. The BJP had promised to grant citizenship rights to WPRs as well as right to vote for them in state assembly and local body elections and right to immovable property in the state.
"Local body elections are undergoing but WPRs are still without any voting rights and they have not got any right on the immovable property as well", a WPR said.
The document had promised to settle all genuine demands of 1947 refugees from POJK, 1965 and 1971 refugees. But the compensation amount which was promised over Rs 25 lakh per family was reduced to Rs. 5.50 lakh and that was on the name of the person who had migrated in 1947. Each refugee family got a few thousand rupees when the amount was distributed among the third generation of the refugees.
The document had also promised to consider genuine demands of border migrants and their proper settlement, but the promise of 5 marlas plot has been unambiguously refuted by the party leadership at the Centre.
The party had promised to reserve 5 seats for POJK refugees in JK assembly and three seats for Kashmiri Pandits out of 46 seats of Kashmir valley. Once again the promise fell flat. Moreover, the party had also promised to abolish Custodian department and property rights to the occupants, but the Custodian department is still working.
The 'vision document' had assured resettlement of Kashmir Pandits in Kashmir valley with security and dignity, but as per the figures shared by Union government not even half a dozen families have resettled in Kashmir valley, where situation has been turning worst.
The promises of establishing Sharda University in Ladakh and Devnagri as an alternative script to Kashmir language seems to be mere promises. The other promises made in the document were taking initiatives for empowerment of farmers and youth, empowerment of women, encourage outside investment by providing transparent system of industrial package and incentives.
It had also promised establishing a cement factory in Basohli. The document had included almost everything in it from water conservation, disaster management, restoration of ecological balance, protection of lakes and water bodies, developing Kashmir and Jammu province areas as hubs of IT industry on patter on Silicon valley beside many others but apart from some minimal works, it has almost failed to even complete its promises.
The 'vision document' had given thrust on tourism industry and had assured a focussed roadmap for tourism industry by promoting rural, adventure, border, winter and pilgrimage tourism. Moreover world class infrastructure at designated tourist spots, extension of rail link to Ladakh via Bilaspur in HP and opening of Kailash Mansarovar road along with establishment of tourist circuits but if someone questions them, what is the performance of BJP on these tall promises, the reply would be big no.
The party's vision document had also promised for providing 24x7 power as well as water supply but during summer season the people of Jammu region could well defined the power crisis, when leadership were holidaying in cool breeze of Kashmir valley.
"Though the BJP was only in coalition for three years in the state but at least party would have pursued only few of these matters. Only those initiatives were partially fulfilled, which were to be fulfilled by Union government and state BJP unit has no contribution in that matters", a local politician said, adding that it is strange that for Municipal ward elections, the name of Union leadership is being used and not the local leadership of party, which remained in power.
