ISM orders transfers, in violation of MCC

Srinagar, Oct 31: Despite Model Code of Conduct being in place, the department of Indian System of Medicines (ISM) has made illegal transfers in violation of the rules.
The MCC is in place for the Panchayat elections in Jammu and Kashmir. However, the ISM has made several transfers before and after the MCC in violation of the rules.
On October 23, the ISM issued an order as per which Dr Syed Abdul Shakoor Bukhari, Medical Officer ISM Dispensary Nawpora, Srinagar, is directed to work at Ayush Unit SMHS Hospital Srinagar as I/C unit.
Similarly, Dr Shazia Mukhtar, ISM Unani, was transferred to Ayush Unit Royal Spring Golf Course.
The ISM has bye-passed all rules and regulations and ordered the transfers of doctors to their choicest places making many remote institutions defunct.
On June 28, the Under Secretary to the Health and Medical Education issued instructions to Director ISM not to issue any orders regarding transfers of attachment of the medical officers and other gazette level posts without the prior approval by the administration department.
But despite that, so many orders have been issued in violation of the rules.
The Director ISM has ordered transfers of many medical officers like Dr Sheeraz Ahmad Lone, Dr Jehangir Ahmad and Dr Rehana Masood.
Besides, the ISM ordered transfer of Dr Zahoor Ahmad Tantry from UD Dardpora Kupwara to UD Gushi Kupwara, and Dr Jehangir Ahmad Shah was transferred to Srinagar only after three months after he was posted in Gushi, Kupwara.
Dr Mohammad Amin Kawa was transferred from Gurez, a far-flung area which remains cut off during winter months.
Dr Peerzada Tari, Medical Officer ISM Dispensary, Kehnoosa, Bandipora to ISM Dispensary Ferozpora, Baramulla.
Dr Rehana Tak, Medical Officer ISM Dispensary, Kralhar, Baramulla to ISM Dispensary Narakara Srinagar.
Dr Nuzahat Bashir, Medical Officer ISM Dispensary, was transferred to Narakara ISM Dispensary Wayil, Ganderbal.
Dr Irfana Lateef, Medical Officer, ISM Dispensary, Phak Srinagar was transferred to ISM Dispensary Gulabbagh Srinagar.
Dr Sabia Kawoosa, Medical Officer, ISM Dispensary Gulab Bagh ISM Dispensary Phak Srinagar.
Dr Mushtaq Ahmad Parray was retained at UD Rajbagh where he is posted from last four years even as he was transferred in March this year to UD Wanpora Pulwama.
Transfer of Dr Javaid Ahmad Mugloo was also made from UD Offan Kupwara to Ayush unit JNLM hospital.
