HUDD releases Rs 1.90 Cr for SWM projects without identification of site

Jammu, Nov 25: In a bizarre instance of sheer negligence, the Housing and Urban Development Department (HUDD) released Rs 1.90 crore for Solid Waste Management Projects in Udhampur and Rajouri towns without identification of site. Moreover it spent Rs 3.50 lakh for preparing Detail Project Report but the consultant engaged for this purpose could not prepare the same due to non availability of site.
Sources told Early Times that Solid Waste Management (SWM) Projects for Udhampur and Rajouri towns were sanctioned during 2010-11 for collection, transportation and disposal of solid waste in these towns. The Housing and Urban Development Department (HUDD) directed Urban Environmental Engineering Department (UEED) to prepare Detailed Project Reports (DPR) in 2011 which were submitted for Udhampur and Rajouri towns.
Astonishingly, the sites for the projects were not identified. The records of Sewerage and Drainage Division (West) Jammu revealed that Rs 2 crore was released in 2012 by UEED in favour of the division who kept it under Deposits head after obtaining sanction of advance drawal from the Government, they informed.
They further said that the projects could not be taken up as the required land was not provided by the respective District Administrations. Though land was yet to be identified, the executing agency engaged a consultant for preparation of DPRs at a cost of Rs3.50 lakh as consultancy charges and Pollution Control Board Fee during 2013 to 2014 respectively.
"In 2014, HUDD directed UEED to transfer funds to the Director, Urban Local Bodies (ULB) Jammu. As such, balance funds of Rs 1.90 crore was transferred in 2015 to Director (ULB) Jammu. However, the funds could also not be utilized by the ULB due to non-identification of land for the proposed projects and were lying in the saving Bank accounts of Department," they said further adding that The fact remained that the department should have identified land for both the projects before release of funds to the executing agency and incurring expenditure on engagement of consultants who in any event would not have been able to prepare the DPRs in the absence of site details.
