Appointment of 'Junior officer' as MD SICOP raises eyebrows

Jammu, Jan 21: The appointment of a junior ranking officer as MD J&K Small Scale Industries Development Corporation Limited (SICOP) has come in for severe criticism with insiders stated that such appointments will "derail" the functioning of the prestigious corporation.
The early times is in the possession of documents, which reveal that the said official was engaged as site engineer purely on temporary basis on a consolidated wage of rs 1500 per month for a period of 89 days in SICOP in 1994. Later in 1995, an order was issued which says that services of the official who is already working as site engineer are hereby regularized as junior engineer.
The government recently issued the transferred orders where a junior ranking official was posted as In Charge Managing Director J&K SICOP.
The documents and government orders reveal that in the year 2012 the said official, Project engineer (Civil) SICOP was purely sent on deputation to JKCL as I/C General Manager for the period of one-year subject to the condition that there is no senior officer available in JKCL and that the work of JK SICOP will not suffer.
Accordingly, the JK SICOP in its order no IND/SICOP/Depu/2012, dated 11.04 2012 relieved the said official to join the JK cements LTD but on the condition that the official will retain his lein in his parent organization i.e. JK SICOP.
Now a complaint has been lodged with Principal Secretary to Government Industries & Commerce Department against alleged illegal placement of official as In-charge Managing Director SICOP.
In the complaint, Mirza Mohammad Iqbal, a resident of Hawal Srinagar has said that vide Government of Jammu & Kashmir Industries and Commerce Department Order No. 01 of IND of 2016, General Manager in J&K Cements Limited was asked to look after the work of Managing Director, J&K Cements Limited in addition to his own duties till a suitable arrangement is made.
"Being suspicious about his designation GENERAL MANAGER as reflected in the above order, I filed an RTI application before PIO J&K Cements Ltd. Seeking an information as specific promotion order copy of the said General Manager J&K Cements by which he has been promoted as General Manager," he said.
The applicant has said that as per the documents and information he received, it has been established that the said official has never been promoted as General Manager in J&K Cements Ltd. nor in SICOP for which no specific promotion order stands issued, instead a fabricated designation of General Manager has been bestowed upon him illegally and is being carried on.
"While going through the service record of the said official, it has been found that the said official is basically a Project Engineer( Civil) in SICOP and was deputed to J&K Cements Ltd as I/C General Manager, Project Works for a period of one year initially vide I&C Department approval No.IND/SICOP/Depu/2012 Dated: 11-04-2012 in the pay scale of Rs 9300-Rs34800 grade pay 4600 vide No.SICOP/Admn/118-1/1487 Dated:08-06-2012," the complainant said.
"Bestowing him a grade jump from grade4600 to 7000 leaving middle grade pay 6600 aside is totally illegal and bad in law being in gross violation to deputation rule," he said.
"It will in place to mention here that the official is a backdoor appointment in JK SICOP in 1st instance engaged as site engineer temporarily on consolidated basis for a period of 89 days vide order No.SICOP/DEV/1 Dated:26/12/1994 and later on regularised as junior engineer(civil) vide Order No. 74-DM(HQ) of 1995 Dated:2-9-1995," he says.
"Taking cognizance of this open violation, illegality, corruption, misuse of official position, Atul Sharma who was illegally placed as Managing Director of JKCL be repatriated back to his parent organization i.e. SICOP and appoint an honest, job knowing, dedicated service qualifying officer as Managing Director of JKCL so that this prestigious organization which is at the verge of closure because of such illegal postings is saved. Further it is also requested that the officers/officials involved in this corruption practice be brought to books and action as warranted under rules be taken against them," he had demanded.
