Jammu region is now under target of Pak Army

Pakistan has violated the ceasefire
agreement more than 75 times on the International Border (IB) and the Line of Control (LoC) in the first 28 days of this calendar year in the Jammu region in a bid to raise the level of violence in the region which has remained calm during the last two years. That the Kashmir valley has been witnessing almost daily encounters between the militants and the security forces and in each encounter three to four militants get killed, that too in south Kashmir. And the basic purpose of the ceasefire violations by the Pakistan forces, right from Kathua to Poonch, is to push groups of militants into the Jammu region to raise the level of incidents of violence. This is what Pakistan Army have done in the Kashmir valley. Where by resorting to series of ceasefire violations Pak troops have been able to push groups of militants into the valley. This has been the reason behind rise in the level of violence. As the situation is one does not feel enchanted by the new surrender policy. It is so because the separatists may not allow the youth to surrender and accept any money from the Government.
Pakistani agencies have sufficient funds for motivating the educated youth in Kashmir for violence. Also each youth, after his surrender, will have to wait for years to encash the amount placed in the fixed deposits of those who surrender. And by all means Rs.4,000 by way of interest is too meager to satiate the youth who have joined militant outfits when for hurling a hand grenade each militant is paid Rs.1000 and for attacking a security camp or van each militant gets Rs.5000.Anyone turning into a militant can have more material gains than the Government has in its pocket. Apart from the material gains the Government should engage these youth into some activities that can be done if these youth are provided some jobs. Jobs in the police, paramilitary forces and the Armed forces. One who joins the police or the Armed forces may have no possibility of turning to militancy.
Agencies be asked to deal with those who have been indoctrinated and there is need to motivate separatists for this job. This way there is need for opening the doors of dialogue with the separatists and with Pakistan. As far as Pakistan is concerned its Army be told to end ceasefire violations and hitherto India has been telling the world that it was furious retaliation that led to stoppage of frequent ceasefire violation. But that has not happened and in fact the Indian troops or the BSF be told to tell the nation about the ferocity with which it retaliated. As far as separatists are concerned they should be told to stop anti-India propaganda failing which they would be either eliminated or suffer prolonged incarceration. First of all the anti-India campaign launched by separatists should be stopped and Pakistan be firmly told to stop ceasefire violations which help them to push groups of youth into Jammu and Kashmir.
