2 temporary employees reprimanded after 25 years

Jammu, Feb 5: In a blatant misuse of political and official patronage, the two employees who were basically appointed on temporary basis in Khadi Village and Industries Board and Social Welfare Department have been reprimanded after more than 25 years.
Sources told Early Times that both these officials were reprimanded after the intervention of the two senior officers of the Transport Department.
As per the details available with this newspaper one Rajiv Kumar son of KC Nargotra was appointed on temporary bases for 89 days vide order No.KVIB/66 Dated 30-4-1993 as Supervisor followed by another order dated 29-07-93 wherein the said person was demoted and shown appointed as Junior Supervisor that too on till further orders.
This influential person with the help of some officers in GAD managed another order bearing No. 186 of GAD dated 21-2-1994 that was once again converted into Junior Assistant and was sent to Transport Department for further duties by way of transfer.
While another person namely Anil Suri son of S L Suri on the same analogy was first appointed as Junior Assistant in the pay 950-1500 till the post is filled by the competent authority vide Order No. 220 of 1995 Dated 20-11-1995 issued by the Secretary to Government, Social Welfare Department that too on temporary bases and was then sent to transport department by way of "Transfer" vide order dated 29-9-1997 and since then both these temporally appointed employees who had never been regularized were enjoying the good offices in transport department for the past 25 years that too in violation of the recruitment rules beside they also manage their service books on these adhoc/temporary orders that show that both these employees had done all this to dodge the selection process for their regularizations that in violation of the set procedure and surprisingly they too conceal the information about their temporarily appointments before the court.
Sources told the "Early Times" that it took 25 long years to the transport department to reprimand them back to their original department.
As per the Government Order No. 9 TR of 2019 Dated 1-2-2019 issued by Principal Secretary to Government Transport Department Dr. Asgar Hassan Samoon, both the employees were ordered to sent back to the department wherein that both were ask to report back to concern department from where they were temporarily appointed and the order passed by the Principal Secretary Transport Department could lead to the recovery of the government amount which both the employees had collected as increments and monitory benefits taken by them from time to time.
"Whereas the case of the appellants/petitioners (Anil Suri and Rajiv Kumar Nargotra) has been examined in compliance with the order of Honorable High Court dated 24-07-2108 and it has been found that the claim of the petitioners for their absorption in Transport Department (Motor Vehicles Department) is devoid of merits and cannot be considered even in light of Rule 5 of the J&K Civil Service (Classification, Control and Appeal) rules 1956 as initial recruitment to the transport controller's (subordinate) services can only be made either by direct recruitment or by promotion/selection and the mode of recruitment by way of transfer Is not provided. Hence their claim is rejected. The appellants Anil Suri and Rajiv Kumar are repatriated from Motor Vehicle Department to their parents department with immediate effect" read the order issued by Principal Secretary Transport Department.
