Tainted section officer of ULBK ensures that whistle blower of deptt continues to remain suspended
Does not follow verbal orders of reinstatement as issued by Director

srinagar, Feb 20: The Directorate of Urban Local Bodies Kashmir (ULBK) is working on the directions of a section officer and the said officer is virtually issuing diktats to the higher ups of the department including the Director.
Sources told Early Times that the section officer has in the recent past tampered the verbal directions of the head of the department and ensured that three employees of the department who were suspended for no fault of theirs are not reinstated.
"The section officer has been deceiving the Director of the department and has been misleading him that the employees union of the department has launched a tirade against him. This officer ensured that the verbal orders for reinstatement of the suspended employees are not implemented in the real sense," said sources.
Sources said that Director of the department had virtually in principle agreed to revoke the suspension of employees suspended in October last year. However, the section officer ensured the revocation order is not implemented and as such the suspended employees along with their families continue to suffer.
"The section officer is tainted and he was removed from his chair during the tenure of former Director of the department. However, he managed to wash off his stains and he made a comeback as section officer during the period of incumbent Director. He has been virtually dictating terms to the present Director leading to mess at the Directorate," said sources.
Sources said the section officer is quite annoyed and angry with one of the suspended employees who happen to be the President of Urban Local Bodies Employees United Forum (ULBEUF). The President of ULBEUF exposed the scams and corrupt practices of the section officer and he turned angry over the same.
"The section officer and some of the corrupt officers of the department hatched a conspiracy against the whistle blower in the department and ensured that he is suspended. This is despite the fact that he attended to his duties religiously and the same was authenticated by Executive Officer Municipal Committee Pampore and Executive Officer, Municipal Committee Awantipora," said sources.
It would be in place to mention here that suspended President of ULBEUF was posted as Khilafwarzi Inspector at MC Pampore and his salary was withdrawn at the office of Executive Officer, MC Awantipora. The same was done on the basis of order issued by the former Director Urban Local Bodies Kashmir.
Sources said that some of the leaders of Employees Joint Action Committee (EJAC) intervened in the matter and counseled the Director ULBK to revoke the suspension order and order for reinstatement of suspended employees. However, the same could not materialize due to the 'criminal' conduct of section officer. This was despite the verbal orders issued for reinstatement by Director ULBK.
In the meantime the EJAC has decided to stage a protest on February 27 against the government for suspending two of employees who as per them raised their voice against the corruption. The EJAC leaders in a press release said that that ULB Employees United Forum had raised their voice against the corruption and it was due to this reason the leadership of the forum was suspended.
