JAMMU, Feb 23: Taking strong note of mass scale transfer scandal that hit Doda Education Department wherein outgoing Chief Education Officer Doda Mohammad Sharief Chowhan ordered back dated transfer of teachers and other allied staff in the District, Director School Education Jammu Anuradha Gupta order the immediate roll back of all the orders issued by outgoing controversial CEO Doda from 1-12-2108 to 18-02-2019.
The Director Education also directed incumbent CEO Doda Tariq Hussain to relieve all teaching staff working in his office with immediate effect and furnish compliance report in this regard either by fax or email. Early Times had carried a detailed news report in this regard in its 22-2-2019 edition.
As per the details available with "Early Times", Director School Education Jammu vide order No. 942 Edu of 2019 dated 23-2-2019, endorsement No. DSEJ/NG/6822-23 Dated 23-2-2019 stated that the outgoing CEO Doda has issued the number of transfer orders of teachers without the approval of higher authorities.
She stated that the transfer orders issued by the outgoing CEO Doda are also in violation of GAD order No. 861-GAD of 2010 Dated 28-07-2010 and transfer policy issued by School Education Department Vide G.O No. 622-Edu of 2015 Dated 22-12-2105.
"Whereas, the orders issued by the outgoing CEO Doda are violation of transfer policy of School Education Department-in view of above background, all the transfer orders issued by Outgoing CEO Doda w.e.f 1-12-2018 to 18-02-2019 are hereby rescinded abinitio" reads the order issued by DSEJ.
Meanwhile incumbent CEO Doda in order to streamline the functioning of Zonal Education Offices has submitted the proposal for assigning the drawing and Disbursing Power of ZEO Thatri to ZEO Batyas Sewa Ram to DESJ for approval and necessary action.
It is pertinent to mention that the Chenab Valley Teachers Forum resented the mass scale transfer scam in District Doda former CEO and sought immediate inquiry into the matter as well as cancellations of all orders issued by him before demitting his office following his transfer from the District.
Following the outcry, ADDC Doda directed the incumbent CEO Doda to provide all the relevant details pertaining to mass scale transfers issued by the outgoing CEO Doda.
The federation allege that the outgoing CEO Doda has illegally issued back dated transfer orders of various cadres viz. teachers, Junior Assistant, Lab Assistant, library Assistant etc. few hours before being relieved from the office on 18-02-19 without issuing notification for inviting applications for transfers which finally authenticated by the order issued by DSEJ. However no action has been initiated against the outgoing CEO Doda for gross violation of the rules and regulations.
Now it is to be seen whether the incumbent CEO Doda will detach Sohail Raja (ReT), Ather Parvaiz, Teacher whose posting is at Government High School Batote in Ramban District, but is holding the charge of legal cell in CEO Office Doda for the last 10 years and is facing inquiry for his fake Bed degree, Javaid Ahmed who instead of teaching the students preferred to work as Driver of CEO Office Doda and other.
