| Girls hostel for GDC Samba remains a distant dream | | 6 yrs on, SWD fails to provide funds | | Early Times Report
Jammu, Feb 27: The Social Welfare Department (SWD) announced 100 bedded girls hostel in Government Degree College Samba with fanfare but the project remains a distant dream.
Sources informed Early Times that the proposal of Scheduled Caste girls' hostel was proposed by Social Welfare Department in 2013 and announced the project would be worth of Rs 325 lacs but unfortunately after lapse of more than five years, the hostel is nowhere in sight.
"However, the project is totally funded by Union Ministry and the social welfare department has submitted a detailed project report of Rs 325 lakhs to Ministry of Women Child and Development in 2017. The ministry concerned gave its nod for the project in the same year but the department concerned failed to kick start the project."
Sources said that few months ago, a tender was allotted to Jammu and Kashmir Housing Board but after lapse of sufficient time, the SWD did not released a single penny in favour of executing agency.
An official of executing agency said that the union ministry has given nod to utilize sanctioned amount but the officials seem in no mood to release the first installment of the sanctioned amount to executing agency.
They added that during the last budget session in February, 2018 even the concerned MLA Devender Kumar Manwal raised the issue on the floor of the House and the then minister of social welfare department assured start of construction work soon. However, to this day, the work has not started, they added.
Principal GDC, Samba G S Rakwal said that we have allotted the 4 Kanal land for the construction of the hostel, tender has been allotted and soil testing has also been done but due to lack of funds, the contractor is unable to start construction of the 100 bedded hostel. |
