KAS officers refuse to join at new places of posting, invite Govt's ire

Jammu, Mar 2: Over half a dozen officers of Jammu and Kashmir Administrative Services (KAS) have refused to join attheir new places of posting, inviting government's criticism, which threatened to take strong action against them.
Of the eleven KAS officers in the list, seven were transferred a fortnight to two months ago. However they had not got relieved from their previous places of posting.
Gul Hassan Kripak was transferred on 3rd of last December as Deputy District Election Officer Jammu. Zaffar Ahmed Banday was transferred as Project Officer Wage Employment (ACD) Ramban but both had failed to join their new places of posting due to some unknown reasons.
Similarly Sunil Kumar was transferred as Assistant Commissioner Revenue Doda and Pardeep Singh Chib as Sub Divisional Magistrate Dudu on 5/2/2019. Pardeep Kumar was transferred to Deputy District Election Office Doda, Kewal Krishan as Sub Divisional officer Mahore, Zaheer Ahmed Bhat Deputy District Election Officer Shopian on 20/2/2019.
Sources said that out of these seven officers, some holds strong influence in administrative circles and got their transfers stalled by refuse to relieve from their previous postings. "When an officer managed to stay at his post, the other officer who was transferred against his post failed to join due to non-vacancy of the post", sources said, adding that some officers refuse to leave the cities and join their new places of postings in far flung areas.
"Many a time the higher officials didn't relieve the officer from the post anticipating trouble to manage the work, being handled by the officer", sources said, adding that due to such approach of higher officials, a junior level KAS officer was unable to leave the post.
"The government issued the orders and threatened to take action against the officials, who didn't join the new places of posting but government must also direct the senior officers to relieve the officers immediately so that those who are willing to join the new places will immediately join", an officer said, adding that not every time, KAS officers were responsible for the delay but even higher ups were also responsible.
