DG RDD seeks reinstatement of officials removed by Secretary as BDOs

Jammu, Mar 16: Keeping aside reforms initiated by incumbent Secretary Rural Development and Panchyati Raj (RD&PR), by stripping of several officials from the BDOs post, the Director General Rural Development Jammu has sought clearance from administrative department to restore them as BDOs again.
According to sources the incumbent Secretary RD&PR removed some officials facing corruption charges from the posts of BDOs in Jammu division, but the DG in a way has sought their 'reinstatement' as BDOs. "All the officials were made incharge BDOs in violation of rules, and some of them were facing corruption charges", a senior officer from the department told Early Times and added that even the administrative department had received instructions from the Governor as well as the concerned Advisor to remove these officials. "The approval sought by the DG is against the very sprit of standing order from the Governor and Advisor", the officer said.
The officer said that on basis complaints filed with JK Grievances Cell by individuals, more than two dozens officials, who were promoted in violation of rules, sent to their actual place of posting. "Vide order 45-RD&PR of 2019, dated 12/02/2019 around 13 officials who were on deputation from Agriculture Production Department, and were made incharge BDOs in various blocks in Jammu repatriated to their parent department, including seven in Jammu division alone", the officer said and added that in the next i.e. 46-RD&PR of 2019, placement of four officials from RDD Jammu as BDOs has been cancelled by the administrative department.
They said that despite ongoing crackdown from Secretariat, the DG last week sent a list of 18 officials some of them are even as VLWs for clearance to get them posted as BDOs. "The Department in the field is terribly short of BDOs. The problem is considerable as some of BDOs have additional charge of other blocks. In this crisis situation, we may consider a way out. There are some officials in the department some of whom were placed as I/C BDOs earlier and are now attached with this directorate could be placed as I/c BDOs in relaxation of the recruitment rules for Gazetted Cadre issued by SRO-285", the DG wrote to Secretary vide no Estt/Gnl-441/BDO/42167-73,dated 09/03/2019.
Sources said that going a step further the DG has given clean chit to officials presently attached with directorate. "It is further submitted that the officials who are recommended to be placed as I/c BDOs have had good experience in the field and have a reputation for good work", the letter divulged.
