Pak Army plays upperhand role in weak democracy

The only way to register poor polling by the separatists is to call for shutdown. And this is being done during the phase two of the Lok Sabha poll in Srinagar and in case of Anantnag too these separatists may call for shutdown to ensure that those who are staunch workers of NC or PDP could come out for casting their votes. And the separatists have given a call for shutdown which is being observed in Kashmir valley on the poll day -- second phase of Lok Sabha polls -- following the strike call given by separatists. Shops and commercial establishments remained closed on Thursday and there was thin movement of traffic on roads in several districts of valley.
The second phase of Lok Sabha polls is underway in valley where Srinagar constituency has registered low turnout since morning. And except for 2014 Lok Sabha and Assembly polls the shutdown proved meaningless because voters lined up to cast their votes. Had it been in Pakistan the Army would have initiated action against the separatists
While ceasefire violations and absence of a closure on terrorist incidents bedevil India-Pakistan relations, both sides are keeping open diplomatic channels focussing on humanitarian issues in order to keep bilateral ties going. Till the election results were out signifying whether Modi led NDA has won or Rahul led Grand alliance had achieved victory the security forces have been told to go slow with terrorists whether they are in Jammu and Kashmir or in North-east region the formation of Modi led Government the security forces may be allowed to carry out multidimensional and multidirection operations against the militants. That too if the Army choose to retaliate ceasefire violations being resorted to by Pakistan. Though Army in Pakistan are quite active and not driven by the political guidance which is against the scene in India where the political leadership is in control of the Army. During the ceasefire violations Pak Army uses small arms fire and other long range guns which create problem for civilians living on the LoC and on the IB. This has given rise to the demand for bunkers, either individual or groups bunkers.
When the UN, the security ceasefire violations Pak troops use mortars and small arms fire which causes terrible losses to civilians living on the LoC and on the Council and other super powers have suggested to Pakistan to initiate action against the terrorists but the Army in Pakistan is opposed to any action against terrorists. That is the reason when Prime Minister, Imran Khan, is willing to promote friendly ties with India but the Army officers in Pakistan are opposed to this idea. That is the reason that Imran Khan's wish remains unfulfilled. This indicates that Pakistan is ruled by Army through proxy otherwise the Army would have allowed freedom to Imran Khan to follow his program me of promoting friendly ties with India.
Pakistan is mainly dependent on China that objects to UN security Council's resolution declaring Masood Azhar globally terrorist. Pakistan is willing to promote ties with India but Army puts a brake into the event. The scene is totally different from what prevails in Pakistan. That is the reason that democracy flourishes in India but in Pakistan the spirit of democracy is weak. And Pakistan Army will not allow Imran Khan to fashion ties with India since Pak Army know it that some terrorists could help the Government in Islamabad that is the reason that senior Army officials try to convince Imran Khan about the importance of terrorists. These terrorists after crossing into Kashmir create a lot of problems and by indulinging in incidents of violence these terrorists create law an d order problem. This is the need for the Pak Army.
