| Govt resurrects biometric attendance | | | Early Times Report
JAMMU, Apr 19: A report carried by Early Times in its March 20 edition about how biometric attendance has gone for a toss in the state had a positive when government issued fresh directions to its employees for strict adherence of the biometric attendance system.
The circular issued on 18-04-2019 vide number 02-FD of 2019 reads that in order to ensure punctuality and attendance in the Civil Secretariat, biometric attendance system has been mandated from time to time with ultimate objective of better delivery of public services.
The employees are expected to mark the attendance at the time of entry into civil Secretariat/office as well as at the time of their exit.
The circular reads further that the administrative secretaries of various departments will ensure installation of biometric devices if needed and nominate nodal officers for daily monitoring of biometric attendance and compliance with the instructions there off. It added all the implies to all employees including contractual/Consolidated/casual labourers or any other type of person drawing wages in any form from public exchequer.
Early Times had already reported in detail in its March 20 edition that the biometric attendance system is being undermined and officials are enjoying heydays without even thinking of the hardships people have to face in their absence.
Now, what remains to be seen is far how the new order can go in ensuring betterment in the working hours in government offices and will benefit the common masses already perturbed by shirkers everywhere.
Pertinent to mention here that the biometric attendance system as per the senior officials had instilled new wave in the work culture of the state and that the government employees no longer were able to fudge the duty hours.
The survey done at that time had revealed that the revolution in the work culture was witnessed by the imposition of the Governor's rule in the state and that the entire administration was on the tenterhooks to mitigate peoples' sufferings at large. The Survey had shown that the average 'in-time' of the staff used to be recorded at 9.28 am and the average 'out-time' of the staff recorded at 5.46 pm.
Survey's findings had revealed further that the employees no longer were being found fudging their duty hours and that the offices that used to witness attendance of the employees not before 11 am begun witnessing employees discharging their respective duties at 10.15 am on an average.
The survey that was conducted in the Civil Secretariat Jammu too revealed that 31.6 percent of the staff showed up before the office start time of 9 am while, 38.8 per cent of the registered employees marked their presence between 9 am and 10 am.
The survey has revealed further that the timely resolution of peoples' problems was also witnessing the surge and that the files were least being kept in limbo by the helmsmen in the state |
