MC Magam violates Solid Waste Rules
Dumps municipal waste on Frerozpur Nallah banks

Budgam, May 7: Violating solid waste (2016) rules , Magam Municipality has been dumping waste near Ferozpur nallah which originates from the glaciers around Gulmarg. The river is filled up with all kinds of reash which includes poultry waste and carcasses of dogs and dead animals as well.
Details available with Early Times reveal that more than 50 quintals of municipal solid waste collected by the sanitation staff of Municipal Committee Magam is dumped near the banks of Frerozpur nallah which flows through this town. This open violation of MSW Rules and Environmental Protection law is not been taken seriously by any authority of the state which indicates that Government is least bothered about the well being of its citizens
Sources have told Early Times that authorities at the helm of affairs have not identified a site where the municipal solid waste generated in Magam town could be treated scientifically. In-spite of funding available under Swach Bharat Mission (SBM) the municipal committee Magam is yet to adhere to guidelines of MSW Rules 2016 wherein the waste generated at household level is to be segregated into bio degradable and non-bio-degradable and is to be kept inside two separate dustbins. As per the MSW Rules 2016 municipal authorities are to undertake door to door collection of this household waste and the organic part of it (bio degradable waste) is to be treated by way of composing. The plastic waste is to be recycled especially that material which is recyclable like pet bottles , polythene and other plastic material.
Local residents say that Magam municipality is hardly bothered about sanitation and implementation of Solid Waste Rules 2016 as they are busy minting money from illegal constructions. It is alleged that from last 10 years hundreds of illegal building permissions have been given by Magam Municipality and this has resulted in frequent jams in this town located on Srinagar Gulmarg road.
"Unfortunate part is that water from Ferozpur nallah is lifted at many places through various water supply schemes and then supplied to people , neither PHE nor Environment or Health departments are concerned about this," said Nazir Ahmad a local resident
Pertinent to mention that in Budgam district only one scientific waste management project had been taken up on pilot basis in 5 municipal wards of Budgam town in 2016. The project inspite of being very successful was not allowed to be carried forward as administrative department (Housing & Urban Department) did not provide adequate funds for carrying that project ahead. Municipal Committee Budgam in spite of setting up a small waste management processing plant is not at all running it. This compost making plant has now became abode of street dogs and other animals. From last one year not even a 1 quintal of organic waste is treated in Budgam town while as fro Novemebr 2016 to August 2017 at an average 1 to 2 quintals of organic / food waste was being treated at the local composting unit.
Pertinently Environmental Policy Group (EPG) that has filed a PIL on Solid Waste Management is mulling to highlight the issue of unscientific waste management in Magam during the next date of hearing. "We will file a CMP about dumping of municipal solid waste near Ferozpur nallah before High Court next week " said Syed Nasarullah legal adviser of EPG.
