JAMMU, May 7: The Horticulture department has attempted to centralize power by snatching drawing and disbursing (DDO) powers from District Horticulture Officer and giving the same to Chief Horticulture officers (CHOs) who were blue-eyed of the higher ups.
The department has already running in controversies due to promotion of blue-eyed junior officers to senior level posts while the senior officers in the seniority list have been forced to work under the juniors.
To provide them more benefits, the Horticulture department vide order number 155-Horti of 2017 dated 26/10/2017 had accorded sanction by snatching Drawing and Disbursing powers from District Horticulture officers and delegating them to Chief Horticulture of the department.
Sources in the department informed Early Times that the DDO powers have been vesting with District Horticulture officers (DDOs) for the last over 40-50 years and after the shifting of blue-eyed juniors the trend was reversed by department higher ups under a well planned conspiracy.
"In all other government departments, DDO powers have been vesting with the District level officers and in some cases such as School Education department even to Principals of Higher Secondary Schools but there was no genuine explanation apart from usual remarks, "for smooth functioning of the department", officials said.
Sources further said that to break the monopoly of the higher ups and to stop centralization of the power, all the democratic societies have been taking steps to further decentralize the powers and Panchayat elections were one such step in this direction.
The officers of the department alleged that there was no decorum in offices and the allotted funds under different schemes were not utilized properly for the welfare of the deserving and needy farmers. "If the DDO powers would vest with the DHOs then the inadvertent decisions of the CHO's would not have been accepted by the DHOs, who are actually seniors as per seniority list, so such decision was taken by the department to hush up the misappropriation in the department", officials alleged.
