Locals aghast over role of PHE
NRWDP not executed in far flung areas of Kupwara

KUPWARA, May 16: The central Govt had launched NRWDP schemes but they have not been implemented in letter and spirit in scores of villages, and with the result people suffers a lot and blames the authorities for their non seriousness.
Sources said that many far flung villages in this district are facing an acute shortage of water as the Public Health Engineering (PHE) Department is yet to finish the work of supplying tap water to homes at many places, adding people of the frontier district have also failed to avail the benefits of the water supply scheme under the National Rural Water Drinking Programme (NRWDP).
The Central and state governments have sanctioned a number of PHE schemes to provide safe drinking water to every citizen of the state particularly the remote areas and those which have not been covered yet, sources informed.
"Due to indifferent attitude of the concerned department, the implementation of central and state schemes remains an elusive dream for the inhabitants of this north Kashmir district, sources alleged.
It is further learnt from sources that there are number of government, private schools and different social centers like of ICDS centers that are without water connections.
If sources are believed they said that scores of water pipes of different sizes of the PHE department were sold to the local shopkeepers on low rates, and the same pipes were used for bore wells in different villages.
Sources also maintained that the concerned department was supposed to undertakes maintenance and execution of schemes related to water supply and sanitation in both rural and urban areas of this border district, but the concerned department has failed in doing so also.
Sources said that due to non implementation of schemes it seems there is a fishy in executing the projects in time as unplanned and unspent has been attributed to several reasons including, convoluted bureaucratic hurdles, under the provisions for awarding contracts, non issuance of tenders and corruption among public office holders, where the central authorities are about to wrap up this scheme now.
"There should be a thorough probe in the embezzlement of funds whatsoever that if the amount was allocated in time, why there is complaints about no utilization of funds that were allocated, sources told ET.
Sources said that the PHE department should be made more accountable and transparent in spending huge amount on developmental work in the town and far flung areas of the district.
