Jammu, May 16: In a major crackdown on absent government employees in Kishtwar, the Deputy Commissioner on Thursday order for immediate withholding of salaries of 78 employees who were found absent from their duties.
As per the order No. DCK/Ps/19/1680-90, dated 16-5-2019 issued by DC Kishtwar Angrez Singh Rana, surprise inspection of various government offices/schools was conducted by Tehsildars/Naib Tehsildars. It has come into the notice that various employees have been found unauthorized absent from duties, beside it has also come to the notice that no proper procedure as envisaged in J&K Civil Service Leaves Rules 1979 is being followed by the HODs/DDOs and leave applications of maternity, child care etc are being accepted without being on prescribed forms and sanctioned in a very casual manner on written applications without any official sanction.
The order stated that on account of non-following of due procedure by head of the Offices/Drawing and Disbursing officers has resulted in lawlessness in the institutions where there is no track record of the movement of the officers/officials working under their administrative control.
Following order of withholding of salary of absentees employees, the District Officer concerned has been designated as enquiry officers who shall conduct in-depth inquiry into the matter and submit the factual report by or before 25-5-2019 added that any official found to be at fault will be dealt strictly.
The employees who found absent from their duties were identified as: Ambika Rathore, Teacher, GMS Semna Kishtwar, Amrita parihar, teacher, MS Semna Kishtwar, Nayla Javed, teacher, MS Semna Kishtwar, Shameema Begum, teacher, MS Malipeth, Syed Manzoor Hussain, teacher, MS Malipeth, Mehmooda Begum, teacher, MS Malipeth, Arifa Kamal, teacher, MS Malipeth (in all these cases no sanctioned leave was found); Rohana Kamal, teacher,MS Malipeth-on duty without any deputation or relieving orders, Faiza Mattoo, teacher, UPS Semna-on duty without any deputation or relieving orders, Om Prakash, PET, HSS Sounder-on duty without any deputation or relieving orders, Parvez Ahmed, teacher, HSS Sounder-absent from duties, Ghulam Rasool, Class IV, HSS Sounder-absent from duties, Nisar Ahmed, Class IV,HSS Sounder-Absent from duties, Suresh Kumar,Teacher,HSS Sounder-No Sanctioned leave, Sapna Manhas, Teacher, HSS Sounder-No Sanctioned leave w.e.f : 01-5-2019, Sudesha Devi, Teacher, HSS Sounder-No sanctioned leave, Madan Lal, Lab Assistant,HSS Sounder- No sanctioned leave, Mohd Aslam, Teacher,MS Sounder-No sanctioned leave, Khurshid Ahmed, Teacher,MS Sounder-Attached in ZEO Office Marwah, No order found, Amanullah,Class IV,MS Sounder-Attached at MS Dangdooru without any order, Koshaliya Devi, Teacher,MS Ramnoo-No Sanctioned leave w.e.f : 14-5-2019, Momin Kousar, Teacher, HSS Padder-Absent from duties, Tsering Dolma, Teacher,HSS Padder-Absent from duties, Neelma Devi, Teacher, UPS Gidsal-Absent from duties since a long time, Renu Kumari, Teacher, MS Mori-Absent from duties since a long time, Shanu Rani,Teacher,MS Mori-Absent from duties since a long time, Akhter Malik, Teacher, Attached in Tehsil Office Bounjwah-Absent Since 05-4-2019, Khaliqa Fatima,Nurse,PHC Nali-Absent since 01-3-2019, Vinod Kumar, Badhat Unani Dispensary-Absent from duties, Neha Devi, AWW, Mali-Absent from last 16 months, Akhter Hussain,Jr. Asst,-Absent from duties, Salochna Devi,Supervisor,CDPO Office-Absent from duties, Manish Kumar, Teacher, MS Chanderbani-Absent from duties, Anoop Kumar, Teacher,MS Chanderbani-Absent from duties, Ravinder Kumar, Teacher,PS Pootinag- Absent from duties, Mahinder Singh, Teacher,PS Shandri-Absent from duties, Bansi Lal, Teacher,MS Dhanu-Absent from duties, Ramesh Kumar, Teacher, PS Bachi Basti-Absent from duties, Madhu Balla, Teacher,MS Patti-Absent from duties, Rohit Kumar,Teacher,PS Baiyan-Absent from duties Rishi Kumar, Teacher, PS Dichla-Absent from duties, Safeer Ahmed, Teacher, MS Chingnana-Absent from duties while all permanent Staff of PHE Sub Division Dachhan, Food Store Bounjwah, AEO Office Binoon and AWC Binoon, Patnazi & Jawalapur were also found absent.
