Jammu, May 16: In a major crackdown on absent government employees in Kishtwar, the Deputy Commissioner on Thursday order for immediate withholding of salaries of 78 employees who were found absent from their duties.
As per the order No. DCK/Ps/19/1680-90, dated 16-5-2019 issued by DC Kishtwar Angrez Singh Rana, surprise inspection of various government offices/schools was conducted by Tehsildars/Naib Tehsildars. It has come into the notice that various employees have been found unauthorized absent from duties, beside it has also come to the notice that no proper procedure as envisaged in J&K Civil Service Leaves Rules 1979 is being followed by the HODs/DDOs and leave applications of maternity, child care etc are being accepted without being on prescribed forms and sanctioned in a very casual manner on written applications without any official sanction.
The order stated that on account of non-following of due procedure by head of the Offices/Drawing and Disbursing officers has resulted in lawlessness in the institutions where there is no track record of the movement of the officers/officials working under their administrative control.
Following order of withholding of salary of absentees employees, the District Officer concerned has been designated as enquiry officers who shall conduct in-depth inquiry into the matter and submit the factual report by or before 25-5-2019 added that any official found to be at fault will be dealt strictly.
