NGTs intervention goes in vain; Municipal waste continues to be dumped in Hokersar
6/4/2019 11:37:27 PM
Early Times Report

Srinagar, June 4 : Even after intervention of National Green Tribunal (NGT) vis a vis dumping of Municipal Solid Waste (MSW) in Hokersar wetland in Srinagar outskirts , the authorities at the helm of affairs continue to dump municipal waste in this massive wetland and municipal authorities and district administration Budgam seem to be mute spectators.
Details available with Early Times reveal that municipal waste collected from fruit mandi , Parimpora and HMT areas is being transported to Haji Bagh area where tons of garbage is thrown in the Hokersar wetland. Sources say that officials of Srinagar Municipal Corporation (SMC) , Horticulture P&M are both paving a way for this as they don't stop this illegal garbage dumping in the wetland. It is important to mention that affairs of Parimpora fruit mandi is being taken care by Horticulture P&M Department and till date they have not even set up a scientific waste management plant inside the mandi inspite of the fact that Govt of India provides a grant of Rs 2 crores for setting up such plant. From last 3 years the department has been claiming that they would set up a mega composting machine in the mandis of Rrinagar and Jammu, but till date nothing has been done.
As reported NGT's three member bench headed by Justice A K Goe in April this year had shot a notice to Deputy Commissioner Budgam along with Pollution Control Board and J&K Wildlife Conservation Department and sought a detailed report from them within 2 months. A petition in this regard was filed by Dr Raja Muzaffar Bhat a Srinagar based activist before NGT. In addition to Hokersar Dr Muzaffar had also sought intervention of NGT towards protection of Krenchu Chandhara wetland in Pampore and Wullar lake.
Pertinent to mention that the Municipal Solid Waste collected from several areas of Parimpora fruit Mandi , HMT and Shalteng areas is being dumped into the world famous Hokersar wetland in Srinagar outskirts. Local residents in Sharifabad and Haji Bagh areas located near Hokersar in Budgam allege that Srinagar Municipal Corporation (SMC) is using the wetland for dumping its municipal solid waste that is causing a serious threat to this wetland which is an internationally acclaimed Ramsar site.
Few years back Early Times had exposed SMC for dumping solid waste in Hokersar , but the activity is not at all coming to an end. Early Times reporter along with photographer visited several spots of Hokersar right from Sharifabad to Soibugh on Friday and more than one dozen garbage dumps were found on Srinagar Soibugh road.
