Pulwama district hospital sans fulltime MS
Consultant calling shots from last 3 yrs

Pulwama, June 30: At a time when the government claims to have brought transparency in functioning of institutions and putting a cap on nepotism and favouritism, the Department of Health has failed to post a fulltime Medical Superintend (MS) in the District Hospital Pulwama, as an ineligible doctor who works as Consultant Anesthesia in the same hospital is looking after the post of MS from last three years.
Details available with Early Times reveal that Directorate of Health Services Kashmir (DHSK) vide its order No: Est /3/1-133/ 1418-22, dated 7.7.2016 asked Dr Abdul Rashid Parra, Consultant Anesthesia DH Pulwama, to look after the post of MS in the hospital till further orders.
But inspite of lapse of almost three years, the fulltime MS is yet to be posted in the hospital. As per reliable sources, a Consultant can't be posted as MS as this position is only to be occupied by senior Medical Officers. But reliable sources say that from last many years only ineligible doctors are posted as MS in DH Pulwama.
In the past also, one more Consultant, Dr Muhammad Saleem, was given charge of MS and after his transfer from Pulwama, another Consultant specialist Dr Abdul Rashid Parra was posted as MS in the hospital which is a violation of JK Civil Services Rules.
Pertinently in the same hospital, one Dr Shaheena, a Consultant Gynecologist, was transferred to district hospital Ganderbal vide order number 603-HME of 2019, dated 25/06/2019 while another Gynecologist who is posted in same hospital was not even touched.
Sources say that incharge MS, Dr Rashid Parra, is managing all this to retain his wife Dr Hafeeza who is posted in the hospital from last 12 years. Inspite of clear cut direction from administrative department to shift longest staying doctor Dr Hafeeza, the Director transferred Dr Shaheena.
