Early Times Report

JAMMU, Sept 29: Despite continuous thrust from Union government for infrastructure development of Animal and Sheep husbandry department, the Ramnagar constituency of Udhampur district has no permanent buildings for as many as 42 animal and sheep husbandry centres due to which they are running from makeshift arrangements.
Sources informed Early Times that in Ramnagar constituency, 42 Sheep and Animal husbandry centres have no permanent building including 24 Animal husbandry and 18 Sheep husbandry centres. Moreover, construction works of six sheep husbandry centres are still incomplete though the projects were started years back.
"Under the sheep husbandry, the construction works of building in Kotwalta, Garh Samna Banj and Kaitha was started under Rural Infrastructure Development Funds (RIDF) through NABARD funding and construction of three Sheep Extension Centres at Majalta, Seogalli and Dheern were undertaken under Central Sponsored Scheme- Livestock Health and Disease Control Component viz Establishment and Strengthening of Veterinary Hospital and Dispensaries (ESVHD)," said sources wishing anonymity.
However, department concerned announced that all the husbandry centres running in makeshift arrangements would be constructed in phased manner but ironically neither the makeshift arrangement husbandry centres got kick-started so far nor six buildings have been completed so far which were started years back.
"The nonchalant attitude of J&K government and Directorate of Animal and Sheep Husbandry can be gauged from the fact that nearly more than 500 First-aid-Centres (FACs) of Veterinary have been functional in hilly district of the state and most of them were running on internal adjustment of staff", said official.
Official further said that during the budget session-2018, the minister concerned announced that all the FAC would be regularized and permanent staff would also be assigned so that the rural population that dependent on livestock get relief at doorstep from these centres but unfortunately, the announcement never translated into action so far.
