Chief Secretary reviews Darbar Move arrangements

SRINAGAR, Oct 4: Chief Secretary, BVR Subrahmanyam Friday chaired a high-level meeting here to take a review of the arrangements on the eve of move of offices from Srinagar to Jammu for the winter season-2020.
As per the orders issued by the General Administration Department (GAD), the offices observing 5-day week shall close at Srinagar on 25th October (Friday), 2019 after office hours and offices observing 6-day week shall close on 26th October (Saturday), 2019 after office hours. All the offices will reopen at Jammu on 4th November, 2019. All the Departments will depute their advance parties on 21st October, 2019 which will receive the official records at Jammu.
The meeting was informed that adequate arrangements have been made to transport official records and employees on 26th October and 27th October, 2019 and 2nd November and 3rd November, 2019. Tickets shall be issued by the SRTC in advance i.e. from 18th October, 2019, both from the Civil Secretariat as well as from the main booking counters of SRTC. Inspector General of Police (Traffic) will coordinate movement of convoys on these dates. The security and escort plan, availability of trucks and buses, recovery vans, mobile workshops, health facilities and ambulances along the highway were discussed threadbare.
Chief Secretary directed the Health & Medical Education Department to make arrangements for medical aid facilities at Qazigund, Banihal, Ramsu, Chanderkote, Udhampur and Jhajjarkotli on the days when the employees travel from Srinagar to Jammu.
Chief Secretary directed the Traffic Department to ensure hassle free movement of employees from Srinagar to Jammu. In the event of late arrival of employee convoys on move days, Divisional Commissioner, Jammu was asked to ensure that employees do not face any inconvenience in reaching their destinations in Jammu.
He directed the NHAI to ensure good condition of Srinagar-Jammu National Highway.
Deputy Commissioner, Ramban will keep a contingency plan ready should there be a disruption of traffic on the highway.
Chief Secretary asked Food, Civil Supplies and Consumer Affairs department to put in place better arrangements for supply of ration and LPG to the move employees.
Chief Secretary directed Divisional Commissioner, Jammu to visit the Civil Secretariat, Jammu and the residential colonies of the move employees along with officers of Estates, PHE, PDD and Jammu Municipal Corporation (JMC) and inspect the arrangements for sanitation, electricity, potable drinking water and other basic facilities.
Chief Secretary asked Estates Department to establish a control room to attend to the requests of employees relating to their residential accommodation at Jammu. The Estates department will ensure that allotment of Government accommodation/hotels are made rationally to avoid any inconvenience to move employees. Chief Secretary asked the Administrative Secretaries to hold Monday Meeting at Civil Secretariat Jammu on 4th of Novemebr, 2019 to kick start the functioning of their offices. He directed that Nodal officers nominated by each department for Advance Party be made responsible for receipt & safe custody of official record and stacking/storage of empty trunks/boxes in the designated places.
Chief Secretary directed Information Technology (IT) Department to provide External Hard Drives to departments as per their requirement for shifting of record in the digital format besides ensuring networking equipment with dedicated facilities at Civil Secretariat Jammu. He directed the IT department to ensure that LAN/Internet connections are fully functional by the time offices open in Jammu.
Chief Secretary asked Estates Departments to set up additional convenience facilities in the Civil Secretariat Jammu for employees besides ensuring adequate drinking water facilities/ROs on each floor. He stressed on use of non plastic items in the offices instead of plastic ones.
Administrative Secretaries were asked to detach the attached employees to their subordinate offices by 23 October, 2019. SSP Security, Civil Secretariat was asked to withdraw all the temporary identity cards issued to such attached employees.
The Departments of General Administration, Home, Hospitality & Protocol, Transport, Estates, Information Technology and Information as also the National Informatics Center shall retain few officers/staff for duties in Civil Secretariat Srinagar till 1st November, 2019.
