| More than 10 lakh from Jammu alone, 24 lakh live below poverty line | | Its official now; previous regimes make JK India's Poorest State | | Early Times Report
Jammu, Oct 4: The union government has an uphill task in hand- to get the erstwhile state of Jammu and Kashmir along with its people from abject poverty and reverse the previous trends that kept showing JK as one of the poorest states of India.
As per the official documents, the poverty has been an inseparable feature of Jammu and Kashmir since 1947 and the successive regimes made little effort to ensure that the people reeling under duress could witness any dawn of prosperity. BPL estimated ratio of Jammu and Kashmir are at at 21.63 percent which comprise of 24.21 lakh of which 26.14percent (22.00 lakh persons) are from rural areas and 7.96 percent (2.21 lakh persons) are living in urban areas.
According to the union government's survey, the absolute poverty has shown an increase from 19.05 lakh rural, 1.86 lakh urban and 20.92 lakh combined in 1993-94 to 22 lakh, 2.21 lakh and 24.21 lakh respectively till in 2007-08.
Meanwhile, head count poverty ratio has shown a declining trend. As per the ES the poverty was 30.34 per cent Rural (R) 9.18 per cent Urban (U) and 25.17 per cent Combined (R+U) during 1993-94 to 26.14percent, 7.96 percent and 21.63 percent during the year 2007-08.
The economic survey of Jammu and Kashmir has even mentioned in the past that the poverty ratio during past years has declined by 14.06 percent (3.54 percentage points) from the base year 1993-94.
In Jammu region the total estimated BPL population percentage had arrived at 21.67 percent (10.59 lakh persons) with a dispersion of 25.61 percent (9.96 lakh persons) in rural areas and 8.19 percent (0.90 lakh persons) in urban areas.
In Kashmir region the total BPL estimated population ratio has been worked out as 21.37 percent (12.91 lakhs persons) with a dispersion of 26.34 percent (11.63 lakh) in rural areas and 7.87 percent (1.28 lakh persons) in urban areas.
In Ladakh region (Leh and Kargil District) estimated BPL population percentage was worked out as 27.03 percent (0.71 lakhs persons) with 31.29 percent (0.68 lakh) in rural areas and 5.63 percent (0.03 lakhs persons) in urban areas.
Survey details mention further that the district wise analysis of the incidence of poverty distribution shows that, out of the total 22 district of the state, 7 (31.82 percent) districts recorded 30-40 percent poverty, 9 (40.91 percent) districts recorded 20-30 percent poverty, 5 (22.72 percent) districts recorded 10-20 percent poverty and one district recorded 4.55 percent poverty.
On the basis of BPL head count ratio, the seven poorest district in the state are Reasi, Ramban, Kishtwar, Poonch, Kupwara, Kargil and Bandipora which have more than 30 percent estimated BPL population ranging in between 37.93 to 31.09 percent.
Similarly, on the basis of absolute BPL population, the seven districts in the state are Baramulla, Kupwara, Budgam, Jammu, Poonch, Rajouri and Pulwama which have more than 1.27 lakhs estimated BPL population ranging between 2.37 to 1.257 lakh estimated BPL population.
On the basis of absolute BPL household the seven poorest districts in the state are Kupwara, Jammu, Baramulla, Budgam, Poonch, Rajouri and Pulwama. The absolute BPL households of these districts range in between twenty- two thousand to forty- one thousand. |
