Transport Department shield its tainted Clerk booked by ACB
'Respectfully' transfers him after ACB's advice to take action

Jammu, Oct 22: Booked by Anti Corruption Bureau (ACB) clerk in Transport Department enjoyed patronage of higher authorities, as after recommendations from the anti graft agency to take appropriate actions against him the department transferred him from Jammu to Samba that too "in the interest of administration."
The clerk was booked by ACB Jammu on 27th of July 2019 and a month of registration of case, the ACB wrote Transport Department seeking action against the clerk and his co-worker in Transport Department for violating J&K Civil Services Rules.
"Director of Prosecution, Anti Corruption Bureau, J&K wrote a letter vide ACB-FIR-17/2019-ACB-J/10360-62dated 26/08/2019 addressed the Commissioner/ Secretary to the Government Transport Department and the Commissioner/Secretary to Government, Revenue Department requesting them that "action under Govt. Employees (Conduct) Rules,1971 and Jammu and Kashmir Civil Services (Classification Control and Appeal) Rules, 1956 may be initiated against the Clerk"", sources privy with development informed Early Times.
They said that the clerk was booked by ACB vide FIR No.17/2019 u/s 5(1) (d) r/w 5(2) of J&K PC. Act Svt.2006 and section 120-B, 467,468, 471 RPC and the case was registered at P/S ACB, Jammu on basis of a JSC in Regional Transport Office (RTO) Jammu on 19-01-2019.
Sources further said that however, acting swiftly on recommendations, under Secretary to Govt Transport Department on 16/16/2019 vide no TR-85/MVD/2017 wrote Transport Commissioner J&K seeking actions against the clerk.
"But the Transport Commissioner, J&K instead of initiating action on the bases recommendations of ACB and Transport Department, "In the interest of the administration and smooth functioning of the office transferred the clerk from RTO Office Jammu to ARTO Office Samba" vide order no TC/JK/Essb./2-19/507-12, dated 21/10/2019", they said, adding that free hands given by higher authorities to such elements encourages corruption in system.
Principal Secretary, Transport Department Asgar Samoon could not be contacted despite repeated calls by this by this scribe.
