Early Times Report
jammu, Oct 25: The Bharatiya Janta Party (BJP) in Jammu and Kashmir is on back foot over the holding of District Development Board Chairman elections following the debacle in just concluded Block Development Council (BDC) polls.
In the BDC elections, the saffron party lost in 20 districts and managed to get majority in only two districts viz Kishtwar in Jammu province and militancy infested Shopian District of South Kashmir where only BJP candidates filed their nomination papers at the time of Panchayat elections last year after NC and PDP decided to boycott the Panchayat elections following security threat from the militants while party also lost in Ladakh Division and managed to win only 11 BDCs out of 31 BDCs in Leh and Kargil districts.
As per the details available with "Early Times", out of 307 blocks that went to polls, the BJP managed to win only 81 blocks while 217 blocks had been won by the independent candidates, mostly proxy candidates of Congress, NC and PDP. The Panthers Party won in 8 blocks. Thus the BJP out of 22 districts in undivided state of Jammu and Kashmir lost the election in 20 districts including party's strong hold districts of Kathua, Samba, Jammu, Udhampur and Reasi while party managed to win only two BDCs out of 11 from Ramban district.
BJP in Kathua could win 9 BDCs out of 19 in Kathua, 9 in Jammu out of 20, 8 in Rajouri out of 19, 4 out of 12 in Reasi, 5 out of 17 in Doda and 4 out of 9 in Samba while party drew blank from Poonch district where BJP failed to win any BDC out of 11 blocks in the district.
The BJP in Jammu Division which is considered as its base managed to win absolute majority only in Kishtwar district where the luck favoured the party after one of its candidates won by solitary vote while other party candidate drew the blood out of tie following the toss.
The party managed to win only 52 seats from Jammu division out of 148 BDCs while from Kashmir Division out of 128 BDCs that went for poll, BJP managed to win only 18 seats while in party's another strong hold, BJP managed to win only 11 BDCs out of 31 in Ladakh Division-now a union territory.
The sources said that after poor performance in the just concluded BDC elections, the party think tank in the state is in a huddle and is advising the leadership against holding the 3rd tier election to District Development Council as party will loose the control to NC and Congress combine if the government will decide to go ahead for the election to District Development Board since after the abrogation of the Article 370 and 35 A of the constitution, the central laws that gives exclusive rights to the Panchayat institution will be directly applicable to the Union Territory of Jammu and Kashmir and Ladakh which means to handover the grass root level responsibility in the hands of opposition parties who decided to not context the elections following prevailing situation in the valley as well as against the continuous detention of the top party leadership.
The sources told the "Early Times" that BJP leadership from Jammu and Kashmir instead of retrospection over the big defeat in BDC elections will convey their reservation to party high command against holding the 3rd tier elections to District Development Board as same is not in the interest of the BJP at the time when center is in no mood to hold the assembly elections in newly established Union Territory of Jammu and Kashmir in near future-at least for next 2-3 years.
