DC Kishtwar orders enquiry into multi-crore embezzlement of MGNREGA funds

JAMMU, Dec 20: Deputy Commissioner Angrez Singh Rana today while taking cognizance on the complaints with regard to indulging of PRI members in the practice of purchasing material under MGNREGA in their respective wards/ Panchayats by becoming vendors directed the ACD Kishtwar to adopt the mechanism of transparent tendering process at Panchayat Level for the procurement of material required for the execution of works under MGNREGA as per the MGNREGA operational guidelines and MGNREGA Act-2005.
As per the details available with "Early Times" ADDC Kishtwar, Mohammad Hanief Malik is designated as Enquiry Officer who shall conduct an in depth enquiry into the matter and find out that how the elected members of PRIs sneaked into this practice of purchasing material for works under MGNREGA by becoming vendors besides violating the guidelines of Panchayati Raj Act.
DC Kishtwar further ordered that ACD Kishtwar shall release the payment to the vendors for the purchase of material component only after getting approval from the Enquiry Officer (ADDC Kishtwar).
"The elected members of the PRIs have taken the oath to work and perform their legitimate duties strictly under the ambit of the constitution of Panchayati Raj Act. If they indulge themselves into the practice of becoming the vendors for purchasing the material under MGNREGA- they are thereby working against the spirit of the constitution besides violating the guidelines of the PRI Act." read the order.
It is pertinent to mention that Early Times received several calls from General Public about non recipients of the material payments in recent past including from the Panchayat Lohidar A of Mughal Maidan, Drubeel, from Marwah, Warwan, Dachhan and other blocks of Kishtwar District.
Early Times also highlighted the multi crore MGNREGA scandal in Marwah, Warwan and Dachhan block following which fearing action, some miscreants with active involvement of RDD officials burnt the BDO office Warwan earlier this year under similar circumstances the way BDO office Dachhan and Kishtwar blocks were reduced to ashes and even after the lapse of several years, the culprits involved behind burning the BDO office Dachhan and Kishtwar are still roaming free.
