HC directs for registration of houseboats in Dal Lake

Srinagar, Dec 26: Jammu and Kashmir High Court on Thursday termed as hearten that the Department of Tourism has completed the GIS tagging/physical mapping of the houseboats, as also of 273 hotels and guest houses in the Dal Lake with the technical assistance provided by the Remote Sensing Organization, Srinagar.
Hearing a Public Interest Litigation, a division bench of the court headed by Chief Justice directed Principal Secretary Tourism to place guidelines for registration and renewal of registration of houseboats before Committee of Experts for their examination.
The court also directed the expert committee's recommendations may additionally be placed before the Chief Secretary for finalization of the same.
As the hearing of the case started, the court was informed that in compliance of order dated 26th November 2019, a Compliance Report has been filed by the Director, Tourism Kashmir. The court was informed that the Department of Tourism has drafted comprehensive guidelines/policy which have been submitted to the administrative department for perusal and approval. In addition, it was stated that in a meeting held under the Chairmanship of the Principal Secretary Department of Tourism, a subcommittee stands constituted consisting of Director Tourism, Kashmir, Vice Chairman, LAWDA, Secretary, LAWDA , Deputy Director, Tourism Registrar. The court was informed that a final draft of the guidelines for registration/renewal of registration of houseboats stands approved for being placed before the Chief Secretary. "In order to get an evaluation as also inputs of experts, it would be appropriate if both these drafts/guidelines and policy as above are first placed before the Committee of Experts for their examination whose recommendations may additionally be placed before the Chief Secretary for finalization of the same," the court said. It shall be the responsibility of the Secretary Tourism Department to place these guidelines/policies before the Committee of Experts requesting their examination and recommendations which shall be placed before the Chief Secretary of the UT of J&K for taking a final view in the matter.
"We are also informed that a request dated 18th December 2019 has been received by the Department of Tourism from the Kashmir Houseboat Owners Association with a list of 110 houseboat owners who are willing to surrender the registration certificates of their houseboat units in lieu of rehabilitation," the court observed and added: "This matter may also be examined by the concerned authorities including the Director Tourism, LAWDA with the Committee of Experts and a scheme evolved with regard to those persons who have surrendered registrations." This matter, the court said, may also be placed before the Committee of Experts who may examine the same and make recommendations accordingly.
