KPS batch of 2008 alleges discrimination : Not a single promotion since years

Jammu Dec 28: 2008 Kashmir Police Service (KPS) batch officers have alleged gross discrimination in terms of promotions to their counterpart Kashmir Administrative Officer (KAS) colleagues.
Earlier batches of KPS were also promoted within few years and to mention that the 1999 batch KPS officers were promoted in just 5 to 6 years of service while as 2004 batch officers were promoted within 10 years of service.
Speaking to Early Times, the aggrieved officers said that ever since their appointment in March 2008, they are working in the same rank,which has demoralising effect not only on the officers but also on their families.
A KPS officer , on condition of anonymity said that the 2008 KPS batch played an important role time to time in maintaining law and order in Kashmir, he said in 2008, 2010, 2013 and in 2016 agitation; the 2008 KPS batch showed exemplary services, even in ongoing law and order problem following the abrogation of Article 370 and 35 A— however, they are still without single promotion.
Another KPS officer said that government is playing with the talent and hard work of the police officers. He said unlike KAS officers, the KPS officers have no union because unionism in Jammu Kashmir Police Department is banned.
"We don’t have any grudges with the KAS officers but we want government to adopt same yardstick for both the cadres" said the dejected officer.
The 2008 batch consisting of just 35 officers are completely dejected by non-seriousness of the Government especially Home department as the PHQ has already send the proposal for the promotion of 2008 as the clear vacancies of SPs exist for their promotion.
"Home department in the garb of giving benefits to the officers promoted as Dy.SPs after 2008 is unnecessarily delaying promotion of 2008 batch. Some vested intrested groups are misleading the Home department to just delay the promotion of 2008 batch,which is taking heavy toll on the career on the officers" said the agrieved officers.
"The unnecessary delay in the promotions has demoralising effect on the officers .The batch alleges that in one or the other pretext their genuine promotion is being delated by the interested parties" they said added that "We are not against promotion of promotees,let the home department promote them too-- But surprisingly they have not promoted a single officer from Dy. SP to SP since March 2015 said the aggrieved officers a.They urged upon Lt Governor G C Murmu and Principal Secretary Home Shaleen Kabra to personally intervene into the matter and get their issue resolved.
