Jammu, Jan 5: Regularised on the basis of alleged forged documents in connivance of higher authority of department, a temporary junior engineer (JE) of the Rural Development Department became Executive Engineer (XEn). During his stay in Poonch district, he embezzled huge funds on the basis of fake bills.
A complaint, comprising of copies of his service book received through RTI Act has been submitted to Lieutenant Governor, J&K for appropriate actions.
“The Govt. vide cabinet decision 367 dated 22-09-1985 imposed a complete ban for the appointments of Engineers in Non-Engineering wings including the Rural Development Department. But violating same order in 1989 regularised the temporary JE, fraudulently on the bases of fake documents”, sources said, adding that copy of his service the book received through PIO, Directorate of RDD Jammu.
“As per the detail of furnished the JE belongs to Poonch district, but his services regularised on the basis of his ‘fake’ address of district Doda.
As per document available with Early Times, his seniority was decided on the basis of govt order no.878 of 1989. “But in the seniority list, there was no mention of his name with his native district (Poonch), though a similar name was figured with resident address of district Doda instead of district Poonch “, they said, adding that the list seems to be manipulated, as the lone official in the list was with mention of parentage, as the name of the remaining 32 officials was with their parentage.
“The JE along with some other official was regularised vide Govt. order No. 878-Agri of 1998 dated 27-11-1989 by then-Commissioner/Secretary to Govt. Rural Dev. Department, without issuing any corrigendum to modify of Govt. order No. 878-Agri-1989 dated 27-11-1989”, they said.
“Officers/Officials of RDD paid salary to temporary JE against the post of JE, AE and AEE and they awarded annual increments to him regularly every month and made him money minting machine to embezzle fund to tone of several thousand crores under various schemes”, the copy of the complaint with ET read.
The complaint it has been alleged that the temporary JE raised several moveable and immovable property in Poonch, Jammu, some of the parts of Kashmir valley.
